Health services that should be available to all have been recognized by the World Health Organization (WHO) as a universal right. When the deficiencies in national legislation are added to these, their victimization increases. For many reasons, refugees should have easy access to health services. Turkey, transition and has the distinction of being the country of destination. Turkey made many reforms in this context. Currently, nearly all asylum seekers and refugees in Turkey can benefit from all aspects of health care. However, there are still some problems with the lack of common legislation. The asylum-seeking policies of countries can be achieved by granting health rights, together with safe legal status. Resident refugees in Turkey, should be supported by long-term policies in the context of access to equal rights. Therefore, it is necessary to establish institutional structuring in the services provided to refugees, asylum seekers and people under temporary protection by creating a comprehensive network of services. It is very important to address the health risks at the global and country level, of the recent increasing refugee movements. This article, to refugees and asylum-seekers in Turkey, the legal infrastructure of the health services provided were examined.
