DEĞİŞİM YÖNETİMİ YÖNTEMLERİNİN KARŞILAŞTIRILMASI: KONTEYNER TERMİNAL İŞLETİM SİSTEMİ (TOS) ÜZERİNE BİR UYGULAMA

Abstract

Terminal İşletim Sistemi; konteyner terminallerdeki hizmetlerin gerçekleştirilmesini, kayıt altına alınmasını, kontrolünü ve izlenebilirliğini sağlayan sistemler bütünüdür. Konteyner terminal hizmetlerinin etkinliği ile Terminal İşletim Sistemi birbiri ile ilişkilidir. Bu nedenle doğru Terminal İşletim Sistemi seçimi, hizmetlerin sürdürülebilirliği ve müşteri ilişkileri açısından büyük önem arz etmektedir. Terminal İşletim Sistemi ; altyapı, veritabanı ve geliştirme platformu temelleri üzerine kurulmaktadır. Teknolojik gelişmeler ve konteyner terminal hizmetlerinin verimliliğinin arttırılmak istenmesiyle birlikte, Terminal İşletim Sistemleri üzerinde çeşitli değişiklikler gerçekleştirilmekte veya daha etkin yeni bir işletim sistemine geçiş yapılmaktadır. Ancak konteyner terminaller, Terminal İşletim Sistemi değişimi için yeni sistemin maliyeti, devreye alınacağı zaman ve organizasyonel değişiklikleri göz önünde bulundurarak değişim yönetimine ihtiyaç duymaktadır. Değişim yönetimi; küresel rekabete cevap verebilmek, kaynaklarını daha etkin kullanabilmek ve verimliliği arttırabilmek için firmaların organizasyonel, teknik ve operasyonel sistemlerinde gerçekleştirecekleri değişimlerin idare edilmesidir. Çalışmada, örnek bir konteyner terminalde mevcut Terminal İşletim Sistemi’nin değişim yönetimi incelenmiştir. Değişim yönetimi sürecinde yararlanılan yöntemler açıklanmıştır. Değişim yönetiminin terminal hizmetlerine olan etkisi tartışılmış ve öneriler sunulmuştur.

COMPARISON OF CHANGE MANAGEMENT METHODS: AN APPLICATION ON CONTAINER TERMINAL OPERATING SYSTEM (TOS)

Abstract

Terminal Operating System; is the integrated system that provides the realization, registration, control and traceability of the services at the container terminals. The effectiveness of container terminal services and Terminal Operating System are interrelated. Therefore, choosing the correct Terminal Operating System is of great importance for the sustainability of the services and customer relations. Terminal Operating System is built on the foundations of infrastructure, database and development platform. Along with the technological developments and the efficiency of container terminal services, various changes are made on the Terminal Operating Systems or a transition to a more efficient new operating system. However, container terminals need change management, considering the cost of the new system, time to commission, and organizational changes for Terminal Operating System replacement. Change management; managing the changes that companies will make in their organizational, technical and operational systems in order to respond to global competition, to use their resources more effectively and to increase efficiency. In the study, the change management of the existing Terminal Operating System in a container terminal is examined. The methods used in the change management process are explained. The impact of change management on terminal services is discussed and suggestions are presented.
