In the article, the establishment process of the pristavil institution, the development stages of this system and the activities of pristavs in North Caucasus during the period of the chief commander of the Caucasus Aleksey Petrovic Yermolov were discussed. At the same time, the policies of the military administration in the Caucasus about the pristavls were examined and significant conclusions were made about the importance of the pristavlik institution in the formation of the Russian administrative system in the North Caucasus. Although the activities and the administrative system of the pristavlik institution in the North Caucasus have been studied generally, the Yermolov period has not been the subject of a special study. Without a comprehensive study of this period, a general idea about the methods of applying this system in various regions of the North Caucasus and the implementation of Russian administrative legislation on these lands cannot be obtained. In our study covering the years 1816-1827, primary sources and investigative works, mainly the documents compiled by the Caucasus Archaeography Commission (AKAK), were used.
Makalede Kafkasya başkomutanı Aleksey Petroviç Yermolov döneminde Kuzey Kafkasya’da pristavlık kurumunun kurulma süreci, bu sistemin gelişim aşamaları ve pristavların faaliyetleri ele alınmıştır. Aynı zamanda Yermolov özelinde Kafkasya’daki askeri yönetimin pristavlara ilişkin politikası da incelenmiş ve Kuzey Kafkasya’da Rus idari sisteminin oluşum sürecinde pristavlık kurumunun önemi hakkında sonuçlar çıkarılmıştır. Bu zamana kadar Kuzey Kafkasya’da pristavlık kurumunun faaliyetleri ile idari sistem genel olarak ele alınmasına rağmen, Yermolov dönemi özel bir çalışmaya konu olmamıştır. Bu dönemin kapsamlı bir çalışması olmadan da bu sistemin Kuzey Kafkasya’nın çeşitli bölgelerinde uygulanma yöntemleri ile bu topraklar üzerinde Rus idari mevzuatının tatbik edilmesi hakkında genel bir fikir elde edilemez. 1816-1827 yıllarını kapsayan çalışmamızda ağırlıklı olarak Kafkasya Arkeografi Komisyonu tarafından derlenen belgeler (AKAK) başta olmak üzere birinci el kaynaklar ve tetkik eserlerden faydalanılmıştır.
