How the states that set the rules of coexistence and implement them, will ensure a good administration, have also been an issue that has been discussed even in Plato's State and Farabi’s virtuous city, before the emergence of public administration as a discipline. Finally, in the 1990s, the answer to this universal question was wanted to be anwered by universal actors such as the United Nations, OECD and World Bank. This concept, which was introduced as good administration, has entered the legal legislation of many countries, Turkey has been among those countries. Throughout history, the existence of various institutions in order to establish the understanding of good administration in the Turkish administrative system can be seen. These structures have been renewed and changed in time, but various legal regulations regarding good governance have always existed. One of the last regulations to implement good governance principles is the ombudsman institution established in 2013. The aim of the study is to evaluate the role of the Ombudsman institution in the implementation of good administration principles. Thus, the connection between the establishment of good administration principles in the administration culture and the ombudsman institution will be revealed. In order to achieve this purpose, the distribution of applications made to the institution and the principles of good administration emphasized in the recommendations were examined.
Bir arada yaşama kurallarını ortaya koyan ve bunları uygulayan devletlerin iyi bir yönetimi nasıl sağlayacakları, izlerine Platon’un Devlet’inde ve Farabi’nin erdemli şehrinde rastlanan, kamu yönetimi disiplininden de önce üzerinde tartışılan bir husus olmuştur. Nihayet 1990’lı yıllara gelindiğinde bu evrensel sorunun yanıtı, Birleşmiş Milletler, OECD, Dünya Bankası gibi evrensel aktörler tarafından somut biçimde ortaya koyulmak istenmiştir. İyi yönetim olarak ortaya atılan bu kavram birçok ülkenin yasal mevzuatına girmiş, Türkiye de bu ülkeler arasında yer almıştır. Türk yönetim sisteminde iyi yönetim anlayışını yerleştirmek için çeşitli kurumların varlığına tarih boyunca rastlanmaktadır. Bu yapılar dönem dönem yenilenmiş, değişmiş ama iyi yönetime ilişkin yasal düzenlemeler hep var olagelmiştir. İyi yönetim ilkelerini uygulamaya yönelik son düzenlemelerden biri de 2013 yılında kurulan kamu denetçiliği (ombudsman) kurumudur. Çalışmanın amacı, Kamu Denetçiliği kurumunun iyi yönetim ilkelerinin uygulanmasındaki rolünü değerlendirmektir. Böylece, iyi yönetim ilkelerinin yönetim kültürüne yerleşmesi ile kamu denetçiliği kurumu arasındaki bağ ortaya koyulmuş olacaktır. Bunun için kuruma yapılan başvuruların dağılımı ve verilen tavsiye kararlarda vurgulanan iyi yönetim ilkeleri incelenmiştir.
