The concepts of sovereignty and democracy have been used frequently in the literature of law and political science to explain many things. However, the use of these concepts together as a phrase has not been very common. The concept of sovereign democracy was first mentioned in 2006 by Vladislav Surkov, who held various bureaucratic positions in the Russian Federation. Of course, the legal and political implications of this discourse are as important as its historicity. As a matter of fact, what the concept of "sovereign democracy" encompasses and what it is used to explain aims to guide the research questions of this study. Especially in the Putin era, Russia, which has turned its foreign policy direction not to the West but to Eurasia, a region defined as Eurasia and rooted in the geography of the Empire and the Soviets, will try to legitimize its strategy with the discourse of sovereign democracy. This study aims to examine on the basis of law and politics how the discourse of sovereign democracy is used to construct a political plane within the framework of the institutionalization of the state-centered system in Russian history.
Egemenlik ve demokrasi kavramları hukuk ve siyaset bilimi literatüründe bir çalışma içerisinde sıklıkla ve birçok şeyi açıklamada kullanılan kavramlardan olmuştur. Ancak bu kavramların bir öbek olarak birlikte kullanılması çok yaygın olmamıştır. Egemen demokrasi kavramı ilk kez 2006 yılında Rusya Federasyonu’nda çeşitli bürokratik görevlerde bulunmuş Vladislav Surkov tarafından dile getirilmiştir. Tabi ki bu söylemin tarihselliği kadar hukuki ve siyasi karşılığı da oldukça önem arz etmektedir. Nitekim “egemen demokrasi” kavramının neyi kapsadığı ve neyi açıklamada kullanıldığı bu çalışmanın araştırma sorularına yön vermeyi amaçlamaktadır. Özellikle Putin döneminde dış politikada yönünü Batı’ya değil Avrasya olarak tanımlanan, kökleri İmparatorluk ve Sovyetler coğrafyasına referans gösterilen bu bölgeye dönmüş olan Rusya’nın stratejisini egemen demokrasi söylemiyle nasıl meşru bir zemine oturtmaya çalıştığı bu çalışmanın konusu olarak ortaya konulacaktır. Bu çalışmada egemen demokrasi söyleminin Rusya tarihinde devlet merkezli sistemin kurumsallığı çerçevesinde nasıl bir politik düzlem inşası için kullanıldığının hukuk ve siyaset temelinde incelenmesi amaçlamaktadır.
