İRAN’IN IRAK DIŞ POLİTİKASININ İNSANDAN-İNSANA YÜZÜ KASIM SÜLEYMANİ

Abstract

Bu makalede İran dış politikasının önemli araçlarından biri olan insandan-insana ilişkilerde dünyada bilinen sembol ismi Kasım Süleymani (Süleymani) ve onun son dönemde Irak’da DEAŞ ile mücadelede daha da öne çıkaran faaliyetleri ele alınacaktır. Irak ile ilişkilerde kendi bireysel ilişkileri ve kişisel özellikleri yanında arkasındaki diplomatik destek Tahran’ın, Bağdat’a yönelik dış politikasında önemli araçlarından biri olmasını sağlamıştır. Bölgedeki faaliyetleri klasik diplomasiye dayanan devletten-devlete ilişkilerin önüne geçmiş ve bu ülkede İran Dış İşleri Bakanlığından daha etkin bir figür olduğu izlenimini oluşturmuştur. Süleymani’nin resmiyette İran diplomasisinde bir yer tutmayan Devrim Muhafızlarının dış operasyon birimi olarak kabul edilen Kudüs Gücüne komuta eden bir komutan olmasına rağmen Irak’ta, İran dış işleri bakanlığı ve diplomatlarından daha etkili bir figürdür. Çalışmada Süleymani’nin İran diplomasisindeki bu ağırlığı ve arkasındaki asıl güç açıklanmaya çalışılacaktır.

Qasem Soleimani, Human to Human Face of Iran Foreign Poicy to Iraq

Abstract

In this article, discussed one of the important figure of Iran's foreign policy, Qasem Soleimani, who is known symbol of the human-to-human relations in Iran foreign relations, and his activities that have recently come forward in the fight against ISIS in Iraq. His personal characteristics and individual relations with Iraqi actors have made Tehran one of the dominant capital in Baghdad. Although Soleimani is commander of the Quds Force, which officially recognized as the foreign operations unit of the Revolutionary Guards, his activities get ahead of state-to-state relations based on classical diplomacy. Many experts are accepted Soleimani more effective than the Iranian Ministry of Foreign Affairs in Baghdad. He is a more influential figure than the Iranian foreign minister and diplomats in Iraq. This study will try to explain Soleimani's power in Iranian diplomacy and the main power behind him since conflict with ISIS.
