Ownership and Management

The Journal of Soft Computing and Artificial Intelligence (JSCAI) is an international, peer-reviewed, open access scholarly journal published through the DergiPark platform.

JSCAI is managed by its editorial team under the responsibility of the Publisher / Chief Editor, together with editors, technical editors, editorial board members, advisory board members, reviewers, and editorial support staff where applicable.

The journal aims to maintain a transparent, independent, ethically responsible, and academically rigorous editorial structure in accordance with internationally recognized principles of scholarly publishing.

JSCAI is committed to editorial independence, publication ethics, academic quality, transparent journal management, open access publishing, and responsible scholarly communication.

The Publisher / Chief Editor is responsible for the overall editorial coordination, academic development, publication quality, policy implementation, ethical oversight, and strategic management of the journal.

The Publisher / Chief Editor is also responsible for maintaining the journal’s academic standards, ensuring compliance with publication ethics, overseeing the peer review process, improving the visibility and quality of the journal, and ensuring that editorial decisions are made in accordance with the journal’s policies.


  • Technical Editors

Technical editors support the journal’s technical, formatting, metadata, publication workflow, and platform-related processes.

Technical editors may assist with:

Manuscript formatting checks
Metadata accuracy
Online publication preparation
Article layout and file control
DOI-related technical preparation
Platform-related publication processes
Technical communication with the publishing platform where applicable

Technical editors do not make final editorial acceptance or rejection decisions unless they are formally assigned an editorial role in accordance with the journal’s peer review and editorial policies.

  • Editorial Management

The editorial process of JSCAI is managed in accordance with the journal’s Aim & Scope, Peer Review Policy, Ethical Principles and Publication Policy, Conflict of Interest principles, Open Access, Copyright and Licensing, Data Availability and Repository Policy, and academic standards.

The editorial team is responsible for:

Initial editorial screening
Assignment of manuscripts to appropriate editors
Reviewer selection and invitation
Peer review management
Ethical evaluation
Similarity and policy compliance checks
Editorial decisions
Revision management
Corrections, retractions, complaints, and appeals
Continuous improvement of journal quality and visibility

All editorial decisions are based on scholarly merit, originality, methodological quality, ethical compliance, reviewer evaluations, and relevance to the journal’s aim and scope.


  • Editorial Independence

JSCAI maintains editorial independence.

Editorial decisions are not influenced by ownership, publisher interests, institutional interests, advertising, sponsorship, financial considerations, political factors, personal relationships, or other non-academic pressures.

The acceptance or rejection of manuscripts is based solely on:

Academic quality
Originality
Methodological soundness
Ethical compliance
Peer review outcomes
Relevance to the journal’s aim and scope
Contribution to the fields of soft computing, artificial intelligence, machine learning, computational intelligence, and intelligent systems

No person or institution outside the editorial process can guarantee acceptance, request preferential treatment, or influence the peer review outcome.


  • Separation of Editorial and Technical Roles

JSCAI distinguishes between editorial responsibilities and technical publication support.

Editorial decisions are made by the Chief Editor, assigned editors, or qualified editorial decision-makers in accordance with the journal’s peer review process and publication ethics policies.

Technical editors support the publication workflow and technical preparation of journal content but do not replace independent peer review, editorial judgment, ethical evaluation, or final editorial decision-making.

This separation is maintained to protect the objectivity, fairness, academic quality, and ethical integrity of the editorial process.


  • Conflicts of Interest in Journal Management

Editors, technical editors, editorial board members, advisory board members, reviewers, and editorial support staff must avoid conflicts of interest during the editorial and publication processes.

If an editor, reviewer, board member, or technical editor has a financial, personal, academic, institutional, or professional conflict of interest with a manuscript, they must not participate in the evaluation, reviewer selection, editorial discussion, or decision-making process for that manuscript.

If a manuscript is submitted by a member of the journal management, editorial board, technical team, or by a person closely related to them, the manuscript must be handled by an independent editor with no conflict of interest.

The journal aims to ensure that all submissions are evaluated fairly, independently, and transparently.


  • Advertising and Direct Marketing

JSCAI does not engage in aggressive, deceptive, misleading, or inappropriate direct marketing practices.

Any journal announcement, call for papers, reviewer invitation, editorial communication, or promotional information must be accurate, transparent, professional, and consistent with the journal’s academic scope and publication policies.

JSCAI does not permit misleading claims such as:

Guaranteed acceptance
Fast-track acceptance in exchange for payment
False indexing claims
False impact factor claims
False citation metric claims
Preferential editorial treatment
Misleading publication promises

The name, logo, website, and published content of JSCAI must not be used in unauthorized, deceptive, or misleading promotional materials.


  • Transparency and Accountability

JSCAI aims to provide clear, accurate, and up-to-date information about its ownership, management, editorial board, peer review process, publication ethics, open access policy, copyright and licensing policy, price policy, archiving policy, indexing information, and contact details on the journal website.

The journal does not make unsupported claims about indexing status, impact factor, citation metrics, guaranteed publication, fast-track acceptance, or preferential editorial treatment.

Any changes in ownership, management, editorial responsibility, journal policies, or contact information will be updated on the journal website in a timely and transparent manner.

Official communication with JSCAI should be conducted through the contact information provided on the journal website.

Authors, reviewers, readers, institutions, and other stakeholders may contact the journal regarding manuscript submission, editorial issues, peer review, publication ethics, complaints, appeals, corrections, retractions, published content, or technical matters.
