This study aims to analyze the intellectual contributions of Sabiha Sertel, one of the intellectuals of the early Republican period, to the reform of social work practices and child policies. Within the scope of this purpose, Sertel's academic experiences in the United States and her observations in the field contributed significantly to the formation and institutionalization of her modern understanding of social work. The study examines Sertel's social work approach focused on children and poor families in the context of an interdisciplinary perspective and an approach that aims to make individuals productive. The article is based on Sabiha Sertel’s writings published in the magazines Resimli Ay and Hayat, which include her proposals concerning child policies, vocational training, institutionalization based on scientific data, and the strengthening of non-governmental organizations. In this context, the study demonstrates that Sertel’s ideas not only influenced the social policies of her time but also made significant contributions to the development of the field of social work in Turkey. Considering the historical conditions in which she lived, the scientific methods she proposed are particularly noteworthy. These methods include surveys and field studies, graphical data representations, the integration of disadvantaged groups into society, and solution-oriented proposals aimed at social inclusion. The fact that such methods were employed nearly a century ago indicates that Sertel possessed a distinctly scientific approach. In conclusion, the study highlights that Sertel’s comprehensive strategy—comprising the adaptation of international models, the overcoming of cultural barriers, and the inclusion of various segments of society—introduced an innovative perspective to social work practices and child policies in the early Republican period.
Bu çalışma, erken Cumhuriyet dönemi entelektüellerinden olan Sabiha Sertel’in sosyal hizmet uygulamalarının ve çocuk politikalarının ıslahına yönelik geliştirdiği düşünsel katkıları çözümlemeyi amaçlamaktadır. Bu amaç kapsamında Sertel’in Amerika Birleşik Devletleri’ndeki akademik deneyimleri ve sahadaki gözlemleri, onun modern sosyal hizmet anlayışının oluşmasına ve kurumsallaşmasına önemli katkılar sunmuştur. Çalışma, Sertel’in çocuklar ve yoksul aileler odaklı sosyal hizmet yaklaşımını, disiplinler arası bir perspektif ve bireyleri üretken hale getirmeyi hedefleyen yaklaşımı bağlamında ele almaktadır. Makalede, onun çocuk politikaları, mesleki eğitim, bilimsel veriye dayalı kurumsallaşma ve sivil toplum kuruluşlarının güçlendirilmesi konularındaki önerilerini içeren Resimli Ay ve Hayat dergilerindeki yazıları temel alınmaktadır. Bu doğrultuda çalışma, Sertel'in fikirlerinin sadece döneminin sosyal politikalarını etkilemekle kalmayıp, Türkiye'de sosyal hizmet alanının gelişimine de önemli katkılar sağladığını ortaya koymaktadır. Sertel’in içinde bulunduğu dönemin şartları dikkate alınırsa, öne sürdüğü bilimsel metotlar dikkate değerdir. Bu metotlar arasında anket ve saha çalışmaları, grafikler, dezavantajlı kesimlerin topluma kazandırılması ve buna yönelik çözüm önerileri yer almaktadır. Söz konusu yöntemlerin, nerdeyse yüz yıl öncesinde kullanılıyor olması, düşünürün bilimsel bir yaklaşıma sahip olduğuna işaret eder. Sonuç olarak çalışmada, Sertel’in uluslararası modellerin uyarlanması, kültürel engellerin aşılması ve toplumun farklı kesimlerinin katılımını içeren kapsamlı stratejisinin, erken Cumhuriyet dönemindeki sosyal hizmet uygulamalarına ve çocuk politikalarına yenilikçi bir yaklaşım getirdiği vurgulanmaktadır.
