Abstract
Recently the developments on hardware technology have resulted in an increase on the complexity, cost and size of the software. In parallel, the studies on cost estimation of software development have become more important. That projects are not completed on time and the frequent reevaluations in companies has been the factors of increased cost and duration.
For State Institute of Statistics, It is important to use an effort coefficient for pricing the completed projects. The cost of an output that require high effort and that require less effort should not be the same.
In this study, a questionnaire that consist of software criteria such as project development time, the number of worker, software development environment, project size, size of data, the number of software tools and kinds, reevaluation frequency during development time and period of application is applied on 47 projects that developed in SIS. A Linear Regression Model has been generated from questionnaire result. The ‘Man-Effort-Month Coefficient’ that consist of both of ‘The Project Development Time’ and ‘The Number of Worker' was assumed as dependent variables; whereas the others as independent. This coefficient helps the analysis of finalized projects. In addition it enables to predict a more efficient way for the development of software while starting a new project.

Abstract
Son yıllarda bilgisayar donanım teknolojisindeki gelişmeler, yazılımın daha karmaşık, daha büyük ve daha pahalılaşmasına neden olmuştur. Buna paralel olarak yazılım geliştirme maliyet tahminlerine yönelik çalışmalar önem kazanmıştır. Kuruluşların çoğunda projelerin zamanında yetiştirilmemesi ve geriye dönüşlerin yoğun yaşanması projelerin parasal ve zamansal maliyetini arttıran etkenler olmuştur.
DİE’de yayına hazır hale getirilen projelerin fiyatlandırılması için bir emek katsayısının olması çok önem arz etmektedir. Birçok işlem ve emek harcanarak oluşturulan bir çıktı ile fazla emek harcanmadan oluşturulan diğer bir çıktının fiyatı aynı olmamalıdır.
Bu çalışmada proje geliştirme süresi, çalışan sayısı, yazılım geliştirme ortamı, projenin boyutu, veri hacminin büyüklüğü, kullanılan paket programların sayısı ve türleri, geliştirme sürecinde yaşanan geriye dönüş yoğunluğu, projenin uygulama kullanım periyodu gibi yazılım kriterleri kullanılarak oluşturulan anket soruları, enstitüde geliştirilen 47 proje üzerine uygulanmıştır. Anket sonuçlarından elde edilen veriler kullanılarak doğrusal (lineer) regresyon modeli oluşturulmuştur. Modelle ‘Proje Geliştirme Süresi’ (PGS) ile ‘Çalışan Sayısı’ (CS) kriterlerinden elde edilen ‘Adam-Emek-Ay Katsayısı’ (AEK) bağımlı, diğer kriterler de bağımsız değişkenler olarak kabul edilmiştir. Bu emek katsayısı yayına hazır hale getirilen projelerin gerçekleştirim sonrası analizine ışık tutmaktadır. Ayrıca projeye başlarken yazılımın daha verimli olarak nasıl geliştirilebileceği konusunda bir öngörüde bulunmaya da olanak sağlamaktadır.
