ITS Applications in Public Transportation: What Municipalities Offer to Travelers in Turkey

Abstract

Advancement in information and communication technologies has considerably affected the economy, socio-cultural structure and administrative dynamics of the cities we live in. In this context, the existence of an innovative, technology- and data-based transportation system should be considered within the scope of sustainability in order to increase the mobility of cities. In this context, Intelligent Transport Systems (ITS) provides a systematic approach to regulating, managing and directing transportation and related factors (vehicles, infrastructure, users and decision makers) with the help of information and communication systems. ITS, which generally consists of many sub- systems, affects our lives in many areas from passenger information systems to travel planning, dynamic junction control to fleet management. The main objective of the ITS is to alleviate the burden of both users (drivers, passengers, pedestrians) and decision-makers to improve the economic, environmental and social impacts of transportation. In this study, ITS applications in public transportation in Turkey are assessed based on the National Intelligent Transportation Systems Strategy Document prepared by the Ministry of Transportation and Infrastructure (UAB) in 2014. A total of 81 municipalities, 30 of which are metropolitan, have been evaluated in terms of traffic management, passenger information, accessibility and mobile applications. When the results are examined, it is seen that the majority of municipalities have sufficient infrastructure and provide services in terms of passenger information and electronic payment systems. On the other hand, although some municipalities have effective applications in terms of accessibility and mobile applications, they are generally open to development.

Abstract

Son yıllarda bilgi ve iletişim teknolojilerinde yaşanan gelişmeler, yaşadığımız şehirlerin ekonomisini, sosyo-kültürel yapısını ve yönetsel dinamiklerini de içerecek şekilde çok yönlü bir değişimi zorunlu kılmıştır. Bu bağlamda, kentlerin hareket kabiliyetlerini arttırmak için yenilikçi, teknoloji tabanlı ve veriye dayalı bir ulaşım sisteminin varlığı sürdürülebilirlik kapsamında değerlendirilmelidir. Akıllı Ulaşım Sistemleri (AUS), ulaşımı ve ilgili etkenlerini (araçlar, altyapı, kullanıcı ve karar merkezi) elektronik ve bilişim sistemlerinin de yardımı ile düzenlemek, yönetmek ve yönlendirmek için sistematik bir yaklaşımı ifade eder. Genellikle birçok alt sistemin bir araya gelmesi ile oluşan AUS, yolcu bilgilendirme sistemlerinden seyahat planlamasına, dinamik kavşak kontrolünden filo yönetim ve denetimine kadar birçok alanda yaşantımıza etki etmektedir. AUS’nin temel amacı, gerek kullanıcıların (sürücü, yolcu ve yaya), gerekse karar vericilerinin düşünme-karar verme noktasında yükünü hafifletmek ve ulaşımın ekonomik, çevresel ve sosyal etkilerini iyileştirmektir. Bu çalışmada, Ulaştırma ve Altyapı Bakanlığı (UAB) tarafından 2014 yılda hazırlanan Ulusal Akıllı Ulaşım Sistemleri Strateji Belgesi dikkate alınarak, Türkiye’deki belediyelerin toplu taşıma alanında sunduğu hizmetler AUS kapsamında değerlendirilmiştir. 30’u büyükşehir olmak üzere toplam 81 belediye trafik yönetimi, yolcu bilgilendirme, erişilebilirlik ve mobil uygulamalar konusunda değerlendirilmiş, bu ana başlıklar altında hangi hizmetleri sunduğu incelenmiştir. Sonuçlar irdelendiğinde, belediyelerin büyük çoğunluğunun yolcu bilgilendirme ve elektronik ödeme sistemleri noktasında ciddi altyapı sahibi olduğu ve hizmet sağladığı görülmektedir. Diğer yandan, erişilebilirlik ve mobil uygulamalar konularında bazı belediyelerin etkin uygulamaları olmakla beraber, genel itibari ile gelişmeye açık bulunmuştur.
