Genç işsizliği, ulusal ve uluslararası düzeyde politika aktörlerinin sıklıkla gündemine gelen bir meseledir. Çünkü genç işsizliği; ülke ekonomilerinin yanı sıra, ülkelerin önemli beşeri kaynağı olan gençlerin geleceğini de olumsuz yönde etkileyecek sonuçları beraberinde getirme potansiyeline sahiptir. Bu yüzden, çoğu ülkede genç istihdamını artırmaya ve desteklemeye yönelik teşvik, program, proje, plan, politika gibi farklı araçlar kullanılmaktadır. Bu süreçte, genellikle ülkelerin genç işsizliği sorununu çözmek için benzer istihdam politikalarını tercih ettiği görülmektedir. Söz konusu ülkeler arası benzer deneyimlerin görülmesinin arka planında; özellikle Avrupa Birliği, Birleşmiş Milletler, Uluslararası Çalışma Örgütü gibi uluslararası kuruluşların genç işsizliğinin nasıl çözülmesi gerektiğine dair bilgilerini ve fikirlerini transfer etmesi önemli rol oynamaktadır. Dinamik bir genç nüfusa sahip olan Türkiye’de, yüksek seviyede genç işsizliği oranları varlığını sürdürmektedir. Bu doğrultuda, Türkiye; küreselleşme, teknolojik gelişmeler, başarılı ülke örnekleri gibi faktörlerin etkisiyle ulusal düzeyde genç işsizliğini azaltmak için gerekli tedbirleri almaya çalışmaktadır. Türkiye’nin ulusal düzeydeki genç istihdamına yönelik bakış açısını şekillendirmede, uluslararası kuruluşlar da belirleyici bir role sahiptir. Nitekim Avrupa Birliği ve Birleşmiş Milletler gibi uluslararası politika aktörleri, raporları ve çalışmaları aracılığıyla 2000’li yıllarda Türkiye’nin genç istihdamına yönelik kurumsal ve stratejik çerçevesinin gelişiminde etkili olmuştur. Örneğin 2011’de İŞKUR tarafından yayınlanan “Ulusal Gençlik İstihdamı Eylem Planı”, ilgili uluslararası aktörlerin fikirlerinin Türkiye’ye transferi sonucu oluşturulmuştur. Bu çalışmanın amacı, örnek olay olarak seçilen Ulusal Gençlik İstihdamı Eylem Planının politika transferi yaklaşımı çerçevesinde aktarım sürecini ortaya koymaktır. Çalışmada örnek olay olarak analiz edilen bu planın, uluslararası kuruluşların dolaylı zorunlu politika transferi ile Türkiye’de hazırlandığı sonucuna ulaşılmıştır.
Youth unemployment is an issue that is frequently on the agenda of policy actors at national and international level. Because youth unemployment has the potential to bring about consequences that will negatively affect the future of young people, who are important human resources of countries, as well as national economies. Therefore, in most countries, different instruments such as incentives, programmes, projects, plans and policies are used to increase and support youth employment. In this process, it is generally observed that countries prefer similar employment policies to solve the problem of youth unemployment. The transfer of knowledge and ideas on how to solve youth unemployment by international organisations such as the European Union, the United Nations and the International Labour Organisation plays an important role in the background of similar experiences among these countries. Turkey, which has a dynamic young population, continues to exist high level youth unemployment rates. In this direction, Turkey is trying to take necessary measures to reduce youth unemployment at national level under the influence of factors such as globalisation, technological developments, examples of successful countries. International organisations also have a decisive role in shaping Turkey's perspective on youth employment at the national level. Thus, international policy actors such as the European Union and the United Nations have been influential in the development of Turkey's institutional and strategic framework for youth employment in the 2000s through their reports and studies. For example, the "National Youth Employment Action Plan" published by İŞKUR in 2011 was created as a result of the transfer of the ideas of relevant international actors to Turkey. The aim of this study is to reveal the transfer process of the National Youth Employment Action Plan, which is selected as a case study, within the framework of the policy transfer approach. It is concluded that this plan, which is analysed as a case study in the study, was prepared in Turkey through indirect coercive policy transfer of international organisations.
