Çocukluğun çeşitli tanımları olmakla beraber BM Çocuk hakları sözleşmesi 1. Maddesinde, kişinin 18 yaşına gelinceye kadarki yaşam süresini ele almaktadır. Bu neticede hukuksal olarak reşit kılınması haricinde 18 yaşından küçük her fert bizim için çocuk tanımlaması içerisindedir. Çocukluk biyolojik, psikolojik ve sosyal olarak karmaşık gelişimsel süreçleri barındırmaktadır. Yaşanılan çevrenin fiziksel gelişimi etkilediği veya ruh halinin sosyal çevreyle etkileşimi kısıtladığı durumlar görülebilmektedir. Bu anlamda çocuğun sağlıklı olarak gelişimini tamamlayabilmesi için bu etkenler üzerine odaklanılmalıdır. Atatürk’ün çocuklar için söylediği ‘’Sizler hepiniz geleceğin bir gülü, yıldızı ve ikbal ışığısınız. ‘’ sözünden de hareketle çocuklara ulusun geleceği olduğu atfedilmektedir. Toplum nüfusunda ve toplumun bakış açısında önemli yer edinen çocukların yapabilirliklerini ve verimli birey olabilmeleri noktasında ailelerin olduğu kadar politika üreticilerinin, yönetimlerin de sorumluluk alması beklenmektedir. Bu kesimin korunma, desteklenme, gelişme ve var olma ihtiyacına yönelik sistemlerin oluşturulması gerekmektedir. Diğer bir anlatımla toplum içerisinde çocukların dezavantajlı olduğu da göz önüne alınarak haklarının korunup gözetilmesi ve ilgili çalışmaların yapılması yönetimlerce mümkündür. Çalışmada, yerel yönetim birimlerinden olan Samsun İlçe belediyelerinin yapmış olduğu çocuklara yönelik sosyal hizmet faaliyetleri incelenerek, uygulamaları değerlendirilecektir. Çalışmanın amacı, çocuk çalışmalarında iyi uygulama örnekleri ile bu örneklerle yerel yönetim sisteminin gelişmesidir. Bu çalışma kapsamında kentleşme ve çocuk kavramları üzerinden kentleşmenin ortaya çıkardığı sonuçlar doğrultusunda çocuğun mevcut durumuna belediyelerin yaklaşımı ele alınacaktır. Belediyelerin hizmetlerinin işlevselliğine dair analiz gerçekleştirilerek Türkiye’nin neredeyse 3’te 1’ini oluşturan ( TÜİK, 2022 : %26.5) çocuklara yönelik Samsun ilçe belediyelerinin faaliyetlerin tanıtımı ile akademisyenlerin ve uygulamacıların dikkatini çekmesi beklenmektedir.
The concept of childhood is defined in Article 1 of the United Nations Convention on the Rights of the Child as the period of life until a person reaches the age of 18. In this context, every individual under the age of 18 is considered a child. Childhood involves biologically, psychologically and socially complex developmental processes. In order to ensure the personal development of children, who have a significant share in the society’s population, families are expected to take responsibility at the micro level and administrations at the macro level. Services must be provided for the protection, support, development and existential needs of children. As the government units closest to the public, local governments’ services for children are very important in improving the conditions that create disadvantage. In this study, the services of local governments for children were examined in the example of Samsun district municipalities. In this context, an answer will be sought to the question of what work has been carried out by the district municipalities towards the wishes and needs of children. The aim of the research is to reveal the current work of district municipalities and provide good practice examples and to contribute to the development of the local government system in this regard. Content analysis design, one of the qualitative research methods, was used. The data of the study was collected by scanning the websites of 17 district municipalities of Samsun between 24-31 May 2023, after a literature review. The findings were classified and analyzed within the framework of themes. As a result of the research, it was seen that each district in Samsun District municipalities provides different services for children, that efficient practices are offered in most district municipalities, and that there are partial activities in some district municipalities. Playgrounds, excursions, courses, mental health services, economic support and nurseries are some of the municipalities’ social practices for children. It is expected that the research results will provide information about local government services for children, contribute to other studies by promoting the activities of Samsun district municipalities.
