BRIC Ülkelerinde Kamu Yönetimi’nde Büyük Veri Politikaları

Abstract










Veri halk tarafından üretilmekte, özel
sektöre ve devletler tarafından toplanmaktadır. Devletler, veri toplama
açısından oldukça eski geleneğe sahiptir. Bu sebeple vatandaşlara ilişkin en
yüksek oranda veri toplamış oluşumlardır. Tüm bunlar ele alındığında, 21. Yüzyılda
değişen teknolojik koşullarla bu çevrim dışı verinin, gelişen analiz metotlarıyla
işlenebilmesinin önü açılmış, aynı zamanda önceden işlenmesi imkansız görünen
bu çok büyük hacimli, yüksek akış hızına sahip ve çok çeşitli verinin
işlenebilmesi olanaklı kılınmıştır. Bunlara büyük veri denmektedir. BRIC
ülkeleri küresel koşullarda 2050’de en büyük ekonomilerinde üst sıralara oturacağı
öngörülmektedir. Türkiye de, bu süreçte üst sıralara tırmanması beklenmektedir.
Tüm bunlar ele alındığında, Türkiye’nin ekonomik olarak mukayese edildiği bu
ülkelerin aynı zamanda kamu yönetiminde büyük veri politikaları açısından hangi
noktada bulunduğu, Türkiye için de bir politika transferine olanak
sağlayabilecek ve aynı zamanda konumlandırmasına olanak tanıyacaktır. Bu
sebeple, bu metinde ülkelere ilişkin bir araştırma yapılarak politikalarına
ilişkin çıkarım ve tartışma gerçekleştirilmiştir.

Big Data Policies in Public Administration in BRIC Countries

Abstract










Data is created
by the public and collected by the private sector and governments. Governments
have long lasting tradition with data collection. Historically, governments
were the highest collectors of data on their citizens. In this era, it is possible
to process this off-line data with the newly developed analysis methods. It is
also possible to process this very large volume, high velocity, and different
variety of data which was impossible to process and have meaningful results in
the past. These kind of data is called as big data. BRIC countries are predicted
to be at the top of the biggest economies in 2050. Turkey is also expected to
climb on this graphic. In this paper, the big data policies of BRIC countries
and policy transfer possibilities to Turkey are discussed to develop ongoing
e-government process in Turkey’s public administration.
