Sosyal Politika Aracı Olarak Asgari Ücret: Türkiye Üzerine Bir İnceleme

Öz
Amaç: Çalışmanın amacı, Dünyada ve Türkiye’de asgari ücretin gelişimi ile sosyal ve ekonomik yapı üzerindeki etkilerini OECD ülkeleri ve Türkiye açısından zaman serileri bağlamında karşılaştırmalı olarak ortaya koymaktır..
Tasarım/Yöntem: Çalışmada nitel araştırma tekniği kullanılmış ve veri toplama yöntemi olarak doküman analizi yöntemi tercih edilmiştir.
Bulgular: Türkiye’de asgari ücret artışları genelde enflasyon artışlarını takip eden bir seyir izlemiştir. Refah artışı ya da gelir dağılımının iyileştirilmesi gibi sosyal amaçların yeterince karşılanamadığı görülmüştür. Gelişmiş ülkelerde asgari ücretli sayısı ve asgari ücret düzeyi asgari ücretin tanımına uygun olarak istisnai durumlar için minimum bir düzey anlamına gelirken Türkiye için asgari ücret neredeyse ortalama ücrete dönüşmüştür.
Sınırlılıklar: Tercih edilmiş bir sınırlılık olmakla birlikte asgari ücretin sosyal ve ekonomik yapı üzerindeki etkilerine yalnızca belirli değişkenler üzerinden bakılması çalışmayı sınırlandırmaktadır.
Özgünlük/Değer: Ülkemizde asgari ücretin yeterliliğine ve diğer sosyo-ekonomik unsurlara yönelik etkileri ile beklentilerine ilişkin tartışmalar sıklıkla yapılmaktadır. Konuyla ilgili yapılmış çok sayıda araştırmanın sonuçlarının da incelendiği ve bu sonuçlar bağlamında önemli çıkarımların yapıldığı çalışmanın ilgili yazına katkı sunma potansiyelinin yüksek olduğu düşünülmektedir.

Purpose: The aim of the study is to reveal the development of minimum wage in the World and in Turkey and its effects on the social and economic structure in a comparative time series context for OECD countries and Türkiye.
Design/Methodology: Qualitative research technique was used in the study and document analysis method was preferred as the data collection method.
Findings: In Turkey, minimum wage increases have generally followed inflationary trends. It has been observed that social goals such as increasing welfare or improving income distribution have not been sufficiently met. While the number of minimum wage earners and the minimum wage level in developed countries mean a minimum level for exceptional cases in accordance with the definition of the minimum wage, the minimum wage in Turkey has almost become the average wage.
Limitations: Although it is a preferred limitation, examining the effects of the minimum wage on the social and economic structure only through certain variables limits the study.
Originality/Value: There are frequent discussions in our country about the adequacy of the minimum wage and its effects and expectations on other socio-economic elements. It is thought that the study, which examines the results of numerous studies conducted on the subject and draws important conclusions in the context of these results, has a high potential to contribute to the relevant literature.
