                            <p>Today, social needs are generally met by the state or individuals or institutions under state control. For this reason, efficiency, quality and performance are important in the goods and services offered by the public administration. With the rapid spread of globalization, public administration has not been insensitive to these changes, and has led to the formation of the new public administration approach. While such innovative approaches are mostly seen in the private sector, it has been seen that they are less common in the public sector. Innovation movements, which emerged in the private sector in the 20th century, only started to be seen in the public administration at the beginning of the 21st century. In this context, digital governance in public administration is important in terms of adding value to the public. With this study, it has been tried to contribute to the field by trying to make it visible with the theories of management sciences as an application area and that innovation brings innovations in the public sphere as well as in many areas, although it is not regular. In the study, governance and new public administration were compared, and it was aimed to reveal the changes within the framework of innovation by examining the basic techniques that these two models applied in the public field. A theoretical perspective is presented by limiting the structure of these two models. Literature review method was used by using literature, digital resources and library materials.</p></trans-abstract>
                                                                                                                                    <abstract><p>Günümüzde toplumsal ihtiyaçlar genellikle devlet ya da devlet denetimi altındaki kişi veya kurumlar tarafından karşılanmaktadır. Bu nedenle kamu yönetiminin sunmuş olduğu mal ve hizmetlerde verimlilik, kalite, performans önem arz etmektedir. Küreselleşmenin hızla yayılmasıyla kamu yönetimi bu değişimlere karşı duyarsız kalmamış, yeni kamu yönetimi anlayışının şekillenmesine neden olmuştur. Bu tarz inovatif yaklaşımlar daha çok özel sektörde kendini gösterirken kamu sektöründe daha az rastlanır durumda olduğu görülmüştür. Özel sektörde 20. yüzyıllarda kendini gösteren inovasyon hareketleri, kamu yönetiminde 21. yüzyılın başlarında ancak görülmeye başlanmıştır. Bu bağlamda, kamu yönetiminde dijital yönetişim kamuya değer katma noktasında önem arz etmektedir. Bu çalışma ile inovasyonun düzenli olmamakla birlikte pek çok alanda olduğu gibi kamusal alanda da yenilikler getirdiği ve uygulama alanı olarak da yönetim bilimleri teorileri ile görünür kılınmaya çalışarak alana katkı sunulmaya çalışılmıştır. Çalışmada yönetişim ve yeni kamu yönetimi kıyaslanmış, bu iki modelin kamu alanında uyguladıkları temel tekniklerin incelenmesiyle inovasyon çerçevesinde değişimlerin ortaya koyulması amaçlanmıştır. Bu iki modelin yapısıyla sınırlı tutularak kuramsal bir bakış sunulmuştur. Alan yazınları, dijital kaynaklar ve kütüphane materyalleri kullanılarak literatür taraması yöntemi kullanılmıştır.</p></abstract>
