A strategic plan is usually a five-year report in which the mission, vision, goals that the university wants to accomplish and the resources needed to achieve these goals are determined. For a good strategic plan, top management needs to have a plan, to have stakeholders ' opinions, to develop strategies to provide competitive advantage to other universities, to prepare a performance program every year, and to create annual reports showing whether we have achieved the goals. A successful strategic plan is achieved when attention is paid to these issues. Descriptive analysis method was used in this study, in which strategic plans of different universities were dealt with comparatively. Both current and previous strategic plans of the randomly selected three universities were examined descriptively and the findings obtained were evaluated comparatively. As a result of the findings obtained, it was understood that the strategic planning studies of all three universities were completed in accordance with the provisions stipulated in the legislation, but there were some institutional differences.
Stratejik plan, üniversitenin misyonunun, vizyonunun, gerçekleştirmek istediği hedeflerinin ve bu hedeflere ulaşabilmek için ihtiyaç duyulan kaynakların belirlendiği genellikle beş yıldan oluşan raporlardır. İyi bir stratejik plan için üst yönetimin planı sahiplenmesi, paydaşların görüşlerinin alınması, diğer üniversitelere rekabet üstünlüğü sağlayabilmek için strateji geliştirilmesi, her yıl performans programının hazırlanması, hedeflerin gerçekleştirilip gerçekleştirilmediğini gösteren faaliyet raporlarının oluşturulması gerekmektedir. Bu hususlara dikkat edildiğinde başarılı bir stratejik plan elde edilmiş olmaktadır. Farklı üniversitelerin stratejik planlarının karşılaştırmalı olarak ele alındığı bu çalışmada betimsel analiz yöntemi kullanılmıştır. Tesadüfi olarak seçilen üç üniversitenin hem şu an geçerli olan hem de bir önceki stratejik planları betimsel olarak irdelenmiş ve elde edilen bulgular karşılaştırmalı biçimde değerlendirilmiştir. Elde edilen bulgular neticesinde, her üç üniversitenin stratejik plan çalışmalarının, mevzuatta öngörülen hükümlere tamamen uygun olduğu ancak kurumsal olarak birtakım farklılıklar taşıdığı anlaşılmıştır.
