                            <p>The usage of information and communication technologies in education has been increasingly gaining more importance. The main objectives of digitalization, as an educational policy implementation, include setting technological infrastructure up, applying information technologies effectively and providing students with equal educational opportunities. Moreover, educational practices acquired a different dimension, and the technological readiness of countries along with infrastructure significantly affected distance education activities during the epidemic period.As a public policy tool, the level of digitalization of countries in distance education and the relationship of education provision and infrastructure with equal opportunity will be examined in this study. Educational delivery means of twelve selected countries from the Latin America and Caribbean region are going to be explored and compared in the context of distance education and inequality of opportunity. The country and region comparisons of the World Bank Data and the Human Development Index will be discussed and the level of countries&#039; implementation of educational activities during the pandemic process will be investigated comparatively.</p></trans-abstract>
                                                                                                                                    <abstract><p>İçinde bulunduğumuz yüzyılda eğitimde bilgi ve iletişim teknolojilerinin kullanımı her geçen gün daha fazla önem kazanmaktadır. Bir eğitim politikası uygulaması olarak eğitimde dijitalleşmenin temel amaçları arasında eğitimde teknolojik altyapının yerleştirilmesi, bilişim teknolojilerinin etkin bir şekilde kullanılması ve öğrencilere eğitimde fırsat eşitliğini sağlanması yer almaktadır. Öte yandan Covid-19 salgını sürecinde eğitim uygulamaları farklı bir boyut kazanmış, ülkelerin eğitim arzı ve altyapısı konusunda teknolojik hazır bulunuşlukları salgın dönemindeki uzaktan eğitim faaliyetlerini kayda değer şekilde etkilemiştir. Bu çalışmada bir kamu politikası aracı olarak uzaktan eğitimde ülkelerin dijitalleşme düzeyinin ne olduğu ve eğitim sunumunun ve altyapısının fırsat eşitliğiyle olan ilişkisi incelenecektir. Latin Amerika ve Karayipler bölgesinden seçilen on iki ülkenin hem pandemi sürecindeki eğitim sunumu araçları incelenecek hem de uzaktan eğitim ve fırsat eşitsizliği bağlamında birbirleriyle karşılaştırılacaklardır. Dünya Bankası verileri ve İnsani Gelişmişlik Endeksi’nin ülke ve bölge karşılaştırmaları ele alınacak, bu doğrultuda pandemi sürecinde ülkelerin eğitim faaliyetlerini gerçekleştirme seviyeleri mukayeseli olarak incelenecektir.</p></abstract>
