1980 sonrası süreçte küreselleşmenin giderek artan etkisi ilebirlikte teknolojik gelişmeler ve yeni üretim biçimleri ortaya çıkmıştır. Budönemde; kamu kesimi harcamalarının bütçe içerisindeki payı artarken, harcamatürleri de değişmektedir. Bu çerçevede çalışmanın amacı; kamu harcamalarının kalkınmayaolan etkisinin araştırılmasıdır. Bu kapsamda; kamu harcamalarının kalkınmaya olanetkisi Türkiye örneği ile araştırılmaktadır. Araştırmanın odağını; 81 iloluşturmaktadır. Bu illerde 2008-2012 yılları aralığındaki veriler elealınmaktadır. Oluşturulan araştırma modeli ekseninde; 81 il için sosyo-ekonomikyenilik endeksi, (HDI) İnsani Gelişme Endeksi metodolojisine göre oluşturulmuştur.Daha sonra; fonksiyonel sınıflandırmaya göre kamu harcamaları ve siyasi değişkenlerile sosyo-ekonomik gelişmişlik endeksi arasındaki ilişki panel veri analiziyöntemi kullanılarak ele alınmıştır. Yapılan analiz neticesinde kamuharcamalarının büyük kısmının sosyo-ekonomik yenilik endeksi üzerinde pozitif veanlamlı bir etkisi olduğu sonucuna ulaşılmıştır.
With the ever-increasing effect of globalization, many technologicaldevelopments and new production styles emerged in the period after 1980. Inthis period, as the share in the budget of public sector expendituresincreases, the expense types changed accordingly. The aim of this study in thisframework is to investigate the public expen ditures’effects on development. Inthis context, the effect of expenditures on development is investigated withthe instance of Turkey. The center of this investigation is comprised of 81provinces. The datum that belongs to the years between 2008-2012 in thesecities has been examined in detail. In the constituted search model axis, theIndex of Socio-economic Innovation for 18 provinces has been formed according tothe Human Development Index (HDI). Afterwards, according to the functionalclassification, the relationship between Public Expenditures, PoliticalVariables and the Index of Socio-economic Development is dealt by use of Panel DataAnalysis method. In consequence of analysis conducted, it has been concludedthat the large part of Public Expenditures has a positive and significanteffect on Socio-economic Innovation Index
