SAĞLIK HİZMETLERİ KULLANIMINI ETKİLEYEN FAKTÖRLERİN PANEL VERİ ANALİZİ İLE BELİRLENMESİ

Abstract

Günümüzde sağlık hizmetleri bağlamında kayda değer gelişmeler olmakla birlikte, sağlık hizmetlerinin kullanımı noktasında önemli farklılıklar görülmeye devam etmektedir. Bu farklılıklar sosyoekonomik faktörlerden kaynaklanabileceği gibi coğrafi faktörlerden de kaynaklanabilmektedir. Bu bakış açısıyla araştırmada Türkiye’deki 81 ilin sağlık hizmetleri kullanımı ele alınarak, sağlık hizmeti kullanımına etkisi olan faktörlerin belirlenmesi amaçlanmıştır. Bu amaçla sağlık hizmeti kullanımının göstergesi olarak kişi başı hekime başvuru sayısı kullanılmıştır. Bu değişkene ait 81 ilin beş yıllık (2013-2017) verileri esas alınarak Panel Veri analizinde oluşturulan modelle sağlık hizmeti kullanımını etkileyen açıklayıcı faktörler belirlenmiştir. Araştırma sonucunda 65 yaş ve üzeri nüfus, 10.000 kişiye düşen yatak sayısı ve kentsel nüfus oranının sağlık hizmetleri kullanımındaki farklılıkları güçlü bir şekilde açıkladığı görülmüştür. Bu sonuçlar, karar vericilere sağlık hizmetlerine erişimdeki engellerden kaynaklanan kullanım farklılıklarının çözümüne yönelik politikalar geliştirilmesi noktasında önemli bilgiler sağlamaktadır.

DETERMINATION OF FACTORS AFFECTING HEALTH CARE UTILIZATION WITH PANEL DATA ANALYSIS

Abstract

Nowadays, there are significant improvements in healthcare, meanwhile significant differences remain in healthcare utilization. These differences may be due to socioeconomic factors as well as geographical factors. From this point of view, this research by considering healthcare utilization in 81 provinces of Turkey, aimed to determine the factors that influence healthcare utilization. For this purpose, the number of physician visits per capita was used as an indicator of healthcare utilization. Based on the five-year (2013-2017) data of 81 provinces of this variable, the explanatory factors affecting healthcare utilization were determined with the model created in Panel Data analysis. As a result of the research, it was seen that population aged over 65 years, number of beds per 10,000 people, and ratio of urban population strongly explained the differences in health care utilization. These results provide important information to decision-makers to develop policies to address differences in utilization resulting from barriers to access to healthcare.
