Policies for International Students’ Education and Recommendations for Turkey

Abstract

Globalization mediated change and transformation in many fi elds. As globalization
caused dynamic transformations in economics, political foundations, sociocultural values,
science and technology, one of its most signifi cant eff ects is the increase in international
student mobility. International students are sources of economic growth and

human capital in the countries they reside. In this context developed countries compete
ruthlessly to increase the perceptage of international students and the developing ones
are struggling to take a larger portion from the market. When the economies of the
most preferred countries are studied it can be seen that they gather a large amount of
income from international students. Th is situation shows the strategic importance of
international students and the necessity of it to be handled as a government policy. Th is
study investigates the policies which pertain to the international students in developed
countries and puts forward recommendations for Turkey. It is thought that the recommendations
which can be sorted into four diff erent dimensions as university, communication
and promotion, structural changes and legal regulations will be benefi cial in
revision and enhancement of current policies.

Uluslararası Öğrencilerin Eğitimine Yönelik Politikalar Ve Türkiye İçin Öneriler

Abstract

Küreselleşme olgusu birçok alanda değişim ve dönüşümün gerçekleşmesine aracılık
etmiştir. Ekonomide, siyasal kurumlarda, sosyo-kültürel değerlerde, bilim ve teknolojide
dinamik dönüşümlere neden olan küreselleşmenin eğitim alanındaki en belirgin
etkilerinden biri uluslararası öğrenci hareketliliğinin artmasıdır. Uluslararası öğrenciler,
gittikleri ülkelere hem ekonomik gelir hem de beşeri sermaye açısından katkılar sağlamaktadır.
Bu bağlamda, gelişmiş ülkeler kendi ülkelerindeki uluslararası öğrencilerin
oranını yükseltmek, gelişmekte olan ülkeler ise bu pazardan daha fazla pay almak için
kıyasıya rekabet etmektedir. Eğitim için en fazla tercih edilen ülkelerin ekonomileri
incelendiğinde, bu ülkelerin uluslararası öğrencilerden önemli gelirler elde ettikleri
görülmektedir. Bu durum, uluslararası öğrencilerin eğitimi konusunun bir devlet politikası
olarak ele alınması ve yürütülmesi gerektiğine işaret etmektedir. Bu çalışmada,
uluslararası öğrencilerin eğitimine yönelik gelişmiş ülkelerin politikaları incelenerek
Türkiye için öneriler sunulmuştur. Üniversite, iletişim ve tanıtım, yapısal değişikler ve
yasal düzenlemeler olmak üzere dört farklı boyutta sıralanan önerilerin bu alandaki
mevcut politikaların gözden geçirilmesi ve yeniden düzenlenmesi açısından faydalı olacağı
düşünülmektedir.
