This study aims to understand the socio-political, economic and historical dynamics of borders in Turkey from the early Republican period to the present. The main problematic of this study is what kind of border understanding each historical period reveals, how the prominent developments of the period are reflected on the borders, and what meanings the borders have on a national, regional and global scale. In this framework, it has been observed that the borders in Turkey were functionalized in order to realize the construction of the nation-state in the early Republican period, and the Westernist, Turkist, secularist and anti-imperialist border understanding emerged in this period. With the 1950s, Turkey's integration with the West made the borders open from an introverted structure and rigid borders were replaced by flexible ones. In the period between 1960 and 1980, it was observed that the borders in Turkey turned into the borders of the capitalist bloc against the socialist bloc and came to the fore with its defensive-protective features as one of the main tools of the struggle against anti-communism. The 1980s were the years when the borders in Turkey shifted from a nationalist view to a liberal one and free market capitalism made the borders passive. The 1990s was a period when security-militarist borders were built against terrorism and ethnicism in Turkey. The beginning of the 21st century has been a period in which borders have lost their effect in the context of articulation with globalization and unlimited world discourses have come to the fore. Today, when globalization is questioned, has been a period in which nation-states, nationalism and borders are on the rise, global hegemony structures are transformed, Turkey is positioned as an alternative power and borders symbolize this power.
Bu çalışma, erken Cumhuriyet döneminden günümüze Türkiye’de sınırların sosyo-politik, ekonomik ve tarihsel dinamiklerini anlamayı amaçlamaktadır. Her tarihsel dönemin nasıl bir sınır anlayışını ortaya koyduğu, dönemin öne çıkan gelişmelerinin sınırlara nasıl yansıdığı ve sınırların ulusal, bölgesel ve küresel ölçekte hangi anlamlara sahip olduğu bu çalışmanın temel sorunsalını oluşturmaktadır. Bu çerçevede, Türkiye’de sınırların erken Cumhuriyet döneminde ulus-devletin inşasını gerçekleştirmeye dönük işlevselleştirildiği, Batıcı, Türkçü, sekülerist ve anti-emperyalist sınır anlayışının bu dönemde ortaya çıktığı gözlenmiştir. 1950’li yıllarla birlikte Türkiye’nin Batı’yla bütünleşmesi sınırları içe dönük bir yapıdan dışa açık hale getirmiş ve katı sınırlar yerini esnek sınırlara bırakmıştır. 1960-1980 yılları arası dönemde Türkiye’de sınırların sosyalist blok karşısında kapitalist bloğun sınırlarına dönüştüğü ve anti-komünizmle mücadelenin temel araçlarından biri olarak savunmacı-korumacı özellikleriyle öne çıktığı gözlenmiştir. 1980’li yıllar Türkiye’de sınırların ulusalcı görünümden liberal bir çizgiye kaydığı ve serbest piyasa kapitalizminin sınırları edilgen hale getirdiği yıllar olmuştur. 1990’lı yıllar Türkiye’de terör ve etnikçiliğe karşı güvenlikçi-militarist sınırların inşa edildiği bir dönem olmuştur. 21. yüzyılın başları küreselleşmeye eklemlenme bağlamında sınırların etkisini yitirdiği ve sınırsız dünya söylemlerinin öne çıktığı bir dönem olmuştur. Küreselleşmenin sorgulandığı günümüz ise, ulus-devletlerin, milliyetçiliğin ve sınırların yükselişte olduğu, küresel hegemonya yapılarının dönüştürüldüğü, Türkiye’nin alternatif bir güç olarak konumlandığı ve sınırların da bu gücü sembolize ettiği bir dönem olmuştur.
