Abstaract: The compromise and legal guarantees between the state, employer and employee, which developed in the context of Social Welfare policies, have been transformed by neoliberal economic policies. While this transformation brings about the employment of the labor force in a flexible, insecure, unprotected, unorganized manner, under conditions of economic and social fragility, the process has also divided and fragmented the labor force. The labor force, which prioritizes individual gains, has also become non-unionized. While the education sector was also affected by the process, the density of private educational institutions in the sector increased with marketization and liberalization practices, and the state was relatively adapted to the conditions of the market in the provision of education and training services. While education workers are also affected by the transformation, teachers with different statuses have started to be employed. Paid teachers, especially those employed in conditions of economic and social fragility, are subject to flexible employment in uncertain conditions, without protection. Therefore, this study, which questions the transformative effect of neoliberal policies on teacher labor through paid teaching, aims to discuss the ways in which de-unionization, insecurity, individualization and fragmentation are experienced and the processes of reproducing each other in the context of paid teachers. The study is based on field data from in-depth interviews conducted with 27 of 270 paid teachers employed in Aydın in March and April 2023.
Öz: Sosyal Refah politikaları bağlamında gelişen devlet, işveren ve çalışan arasındaki uzlaşı ve hukuki güvenceler, neoliberal ekonomi politikalarıyla dönüşüme uğramıştır. Bu dönüşüm, emek gücünün esnek, güvencesiz, korumasız, örgütsüz bir şekilde, ekonomik ve sosyal kırılganlık içeren koşullarda istihdamını beraberinde getirirken süreç aynı zamanda emek gücünü bölmüş ve parçalamıştır. Bireysel kazanımlarını önceleyen emek gücü aynı zamanda sendikasızlaşmıştır. Süreçten eğitim-öğretim sektörü de etkilenirken piyasalaştırma ve serbestleştirme uygulamalarıyla sektörde hem özel eğitim kurumlarının yoğunluğu artmış hem de devlet, eğitim-öğretim hizmetlerinin sunumunda göreli olarak piyasanın koşullarına uyarlanmıştır. Dönüşümden eğitim emekçileri de etkilenirken farklı statülerde öğretmen istihdamı gerçekleştirilir hale gelmiştir. Özellikle ekonomik ve sosyal kırılganlık içeren koşullarda istihdam edilen ücretli öğretmenler, belirsizlik koşullarda, korumadan yoksun bir şekilde esnek istihdama tabiidirler. Dolayısıyla neoliberal politikaların öğretmen emeğini dönüştürücü etkisini ücretli öğretmenlik üzerinden sorgulayan bu çalışma, sendikasızlaştırma, güvencesizleştirme, bireselleşme ve parçalanmanın deneyimlenme biçimlerini ve birbirlerini yeniden üretme süreçlerini ücretli öğretmenler bağlamında tartışmayı amaçlamaktadır. Çalışma, Aydın’da istihdam edilen 270 ücretli öğretmenden 27’siyle, 2023 yılının Mart ve Nisan aylarında yapılan derinlemesine mülakatların saha verilerine dayanmaktadır.
