This study is aimed to comparatively examine the education management systems in China, Australia, Russia and Argentina. Within the scope of this research, education management practices in China, Australia, Russia and Argentina are discussed within the framework of the system approach. PISA 2018 results and 2020 Human Development Index were determined as criteria in the selection of countries. The research was carried out in accordance with the holistic multiple case research design from the qualitative research method. Document analysis, one of the qualitative data collection methods, was used to obtain the data. After the documents related to the data were collected, they were read, analyzed and categorized under the headings of the system approach. Afterwards, each category was rearranged on the basis of countries and research findings were reached. According to the criteria of the system approach used in the research, countries; education financing, teacher and administrator selection, training and education management strategy; country's demographic, geographical features, education philosophy and education model; country's education system and education indicators process; satisfaction of school administrators and career planning are discussed under the output category. In line with the data obtained from the research, the education systems of China, Australia, Russia and Argentina were compared in the input, process, environment and output dimensions of the system approach, and similarities and differences were revealed.
Bu çalışmada Çin, Avustralya, Rusya ve Arjantin’deki eğitim yönetimi sistemlerinin karşılaştırmalı olarak incelenmesi amaçlanmıştır. Bu araştırma kapsamında, Çin, Avustralya, Rusya ve Arjantin eğitim yönetimi uygulamaları sistem yaklaşımı çerçevesinde ele alınmıştır. Ülkelerin seçiminde PISA 2018 sonuçları ve 2020 İnsani Gelişmişlik Endeksi kriter olarak belirlenmiştir. Araştırma nitel araştırma yönteminden bütüncül çoklu durum araştırması desenine uygun olarak gerçekleştirilmiştir. Verilerin elde edilmesinde nitel veri toplama yöntemlerinden doküman incelemesi kullanılmıştır. Veriler ile ilgili dokümanlar toplandıktan sonra okunup analiz edilerek sistem yaklaşımının başlıkları altında kategorilere ayrılmışlardır. Sonrasında her bir kategori ülkeler bazında yeniden düzenlenmiş ve araştırma bulgularına ulaşılmıştır. Araştırmada kullanılan sistem yaklaşımının ölçütlerine göre ülkeler; eğitim finansmanı, öğretmen ve yönetici seçme yetiştirme ve eğitim yönetimi stratejisi girdi; ülkenin demografik, coğrafi özellikleri, eğitim felsefesi ve eğitim modeli çevre; ülkenin eğitim sistemi ve eğitim göstergeleri süreç; okul yöneticilerinin memnuniyeti ve kariyer planlaması çıktı kategorisi başlıkları altında ele alınmıştır. Araştırmadan elde edilen veriler doğrultusunda Çin, Avustralya, Rusya ve Arjantin’in eğitim sistemleri sistem yaklaşımının girdi, süreç, çevre ve çıktı boyutlarında karşılaştırılmış, benzerlikler ve farklılıklar ortaya konulmuştur.
