Çevresel Kuşkuculuk: Çözümü İmkansızlaştırmak?

Abstract

Ekolojik sorunlarla mücadele edilmesi ve çözüm önerilerinin etkin bir şekilde hayata geçirilebilmesi için kamuoyu farkındalığı ve bilgi seviyesi kritik bir öneme sahiptir. Özellikle ulusal ölçekte çevre politikalarının oluşturulması ve teşvik, sınırlama, yaptırım, yasal düzenleme gibi politika araçlarının etkinliği kamuoyunun, tekil ya da birden fazla çevre sorununun seviyesi, yoğunluğu, ciddiyeti ve ‘gerçekliğine’ yönelik ikna düzeyiyle doğrudan bağlantılıdır. Bu bağlamda bireylerin ya da toplumun belirli bir kısmının söz konusu çevre sorunlarına kuşku duyması/şüpheyle yaklaşması, ilgili sorunun çözümü ve küresel ölçekte deneyimlediğimiz ekolojik krizle mücadele açısından bir açmaz yaratmaktadır. Bu doğrultuda, politik ve iktisadi amaçlar doğrultusunda, belirli aktörler tarafından sistematik ve planlı bir şekilde yürütülen, kuşku yaratma ve yayma odaklı etkinlikleri ifade eden çevresel kuşkuculuk yaklaşımı, bu çalışmanın konusunu oluşturmaktadır. Ekolojik krizle etkin mücadelenin önündeki en büyük engellerden birisi olan bu yaklaşımın aktörleri, argümanları, stratejileri ve etkileri çalışmada detaylı olarak ele alınmaktadır. Çalışmanın temel savı ise çevresel kuşkuculuğun kamuoyu üzerinde kritik etkiler yaratarak çözüm çabalarını baltaladığı ve bu yaklaşımla kapsamlı bir mücadele hayata geçirilmeksizin ekolojik krizden çıkışın mümkün olmayacağı yönündedir.
