İmparatorluklar döneminin bitişi ve ardından milletler devrinin başlangıcı gibi küresel dünya düzenini değiştiren büyük olaylar, genellikle modernleşme süreciyle anılan siyasî, sosyal ve teknolojik gelişmelerin etkisiyle gerçekleşmiştir. Ulus devlet kavramı, liberal demokrasilerin hüküm sürdüğü modern ulusal yapının yerine kullanılmaktadır. Peki ulus devlet, hangi özellikleriyle varlığını sürdürmektedir? Ulus devlet olmak ulusu inşa etmek veya vatandaşlarına millî kimlik inşa etmek için yeterli midir? Ulus devletin ve millî kimliğin inşası çeşitli anlatı teknikleriyle gerçekleştirilmektedir. Ulus devlet olabilmek için anlatı tekniklerini farklı şekillerde kullanarak kitlelere ulaşabilen ve toplumsal hafızayı sürdürmek suretiyle millî kimliği vücuda getiren kitle iletişim araçları, son derece önemli ve etkilidir. Bu çalışmada, kurucu iradenin teşvikiyle kurulan Cumhuriyet gazetesinin yeni bir ulus devlet olarak Türkiye Cumhuriyeti’nin henüz ilk yıllarda karşılaştığı dış politik gelişmeler karşısındaki tutumu incelenmiştir. Misak-ı Milli hedefleri ve millî güvenliği ilgilendiren Musul meselesi, İtalyan Tahşidatı ve güney sınırları meselesi gibi konularda üretilen haber ve köşe yazıları, yorumlayıcı içerik analizi yöntemiyle incelenmiştir. Çalışmanın amacı medya yoluyla ulus devlet inşasının nasıl gerçekleştirildiğini tespit etmektir. Erken Cumhuriyet döneminde üretilen içerikler, Cumhuriyet gazetesinin olduğu kadar devrin hükümetinin de görüşlerini yansıtmaktadır. Cumhuriyet gazetesinin dış politik gelişmeler karşısındaki tutumu ile dönemin iktidarının bakış açısı arasında benzerlik olduğu görülmektedir. Cumhuriyet gazetesi, Misak-ı Millî hedefleri kapsamında “öteki” kavramını üreterek “biz” yani Türk millî kimliğini tanımlamış, “genç” ve “yeni” sıfatları ile Türkiye Cumhuriyeti’ni dünyanın diğer ülkeleriyle eşit, modern bir ulus-devlet olarak yansıtmıştır.
Major events that changed the global world order, such as the end of empires' era and the beginning nations' era, occurred under the influence of political, social and technological developments generally associated with the modernization process. Nation state is used instead of the modern national structure in liberal democracies. So, with what characteristics does the nation state continue its existence? Is being a nation-state enough to build a nation or establish a national identity for its citizens? The construction of the nation state and national identity is carried through various narrative techniques. Mass media can reach the masses by using narrative techniques in different ways to become a nation state and create national identity by maintaining collective memory are extremely important and effective. In this study, the attitude of the Cumhuriyet newspaper established with founding will's encouragement, as a new nation-state, was examined by the Republic of Türkiye's foreign political developments in the first years. News and columns published on topics such as the Mosul issue, the Italian military buildup and the southern border issue concerning the National Pact goals and national security, were examined using the interpretative content analysis method. The aim of the study is to determine how nation-state construction is executed through the media. The contents produced in the early Republican period reflects the views of that period's government as well as Cumhuriyet newspaper. There is a similarity between Cumhuriyet newspaper’s attitude against foreign political developments and the perspective of the period's power. Cumhuriyet newspaper, within the scope of the National Pact goals, produced “the other” concept and describe “we” that is Turkish national identity, and reflected the with the words “young” and “new” Republic of Türkiye as a modern nation-state with equal to other countries of the world.
