In recent years, disasters have caused significant physical, social and economic losses in many countries around the world. In order to reduce disaster losses, countries are trying to align their disaster management policies with the goals and strategies of the Sendai disaster risk reduction framework. Preventing social and economic losses caused by disasters can only be achieved by the participation of stakeholders from all segments of society in the process and the implementation of proactive preventive measures. In this context, the integrated disaster management model was put into practice in Türkiye in 2009 with the establishment of the Disaster and Emergency Management Presidency (AFAD). In this approach, the necessary coordination is provided between different ministries, institutions and organizations, NGOs, the private sector and volunteers for the pre- and post-disaster period and a strong defence is carried out against disasters with effective cooperation. After the 1999 earthquake, which we consider a milestone in disaster management in Türkiye, the gendarmerie increased its support in disaster response and became an important actor in integrated disaster management. In the study, disasters, the effects of disasters and Türk and French disaster management systems were examined, and the roles and responsibilities of the Türk and French Gendarmes were evaluated through case studies in the focus of the disaster management system. As a result, it was determined that the Türk and French Gendarmes were shaped in different development areas with similar purposes in disaster management according to the risks that the two countries are exposed to, and new strategies are presented within this framework
Son yıllarda dünya genelinde yaşanan afetler birçok ülkede büyük oranda fiziki, sosyal ve ekonomik kayıplara sebep olmaktadır. Birçok ülke bu afet kayıplarını azaltmak amacıyla afet yönetim politikalarını Sendai afet risk azaltma çerçevesinin hedefleri ve stratejileri ile uyumlu hale getirmeye çalışmaktadır. Afetlerin sebep olduğu sosyal ve ekonomik kayıpların önlenmesi ancak toplumun bütün kesimlerden paydaşların sürece katılımı ve proaktif önleyici tedbirlerin hayata geçirilmesi ile sağlanabilmektedir. Bu bağlamda Türkiye’de 2009 yılında bütünleşik afet yönetim modeli Afet ve Acil Durum Yönetimi Başkanlığının (AFAD) kurulması ile uygulamaya alınmıştır. Bu yaklaşımda afet öncesi ve sonrası dönem için farklı bakanlıklar, kurum ve kuruluşlar, STK, özel sektör ve gönüllüler arasında gerekli koordinasyon sağlanarak etkin bir işbirliği ile afetlere karşı güçlü bir savunma gerçekleştirmektedir. Türkiye’de afet yönetiminde milat olarak kabul ettiğimiz 1999 depreminden sonra jandarma, afetlere müdahalede desteğini artırarak bütünleşik afet yönetiminde önemli bir aktör konumuna gelmiştir. Çalışmada, afetler, afetlerin etkileri ile Türk ve Fransız afet yönetim sistemleri incelenmiş, afet yönetim sistemi odağında Türk ve Fransız Jandarmalarının rol ve sorumlulukları örnek olaylar üzerinden değerlendirilmiştir. Sonuç olarak, Türk ve Fransız jandarmalarının iki ülkenin maruz kaldığı risklere göre, afet yönetiminde benzer amaçlarla farklı gelişim alanlarında şekillendiği tespiti ile bu çerçevede öneriler sunulmaktadır.
