During the caliphate of Omar; the borders of the state have expanded, the welfare level of the people has increased, and institutionalization activities have been carried out for the functionality of the administration. The period of Osman, who was chosen as the caliph by the Shura committee, which was determined as a result of Omar's serious injury in an assassination attempt, was at the center of the discussions. Especially in the second half of his twelve-year caliphate, he was exposed to criticism with his practices, decisions and appointments. This management approach he applies; Over time, it paved the way for the formation of political, social and economic problems, and caused the tragic events that resulted in his martyrdom as a result of the strife and rebellions. The politics that his relatives carried out on his blood brought along political conflicts and sectarian divisions.
Hz. Ömer’in hilafeti döneminde; devletin sınırları genişlemiş, halkın refah düzeyi artmış, yönetimin işlevselliği için kurumsallaşma faaliyetleri yürütülmüştür. Hz. Ömer’in bir suikast girişimi ile ağır yaralanması sonucu tayin ettiği Şûra heyetinin halife olarak seçtiği Hz. Osman dönemi ise, tartışmaların odağında olmuştur. On iki yıllık hilafetinin özellikle ikinci yarısında ortaya koyduğu uygulamalar, aldığı kararlar ve yaptığı atamalar ile eleştirilere maruz kalmıştır. Uyguladığı bu yönetim anlayışı; zamanla siyasi, sosyal ve ekonomik sorunların oluşmasına zemin hazırlamış, ortaya çıkan fitne ve isyanlar neticesinde şehit edilmesi ile sonuçlanan elim olayların yaşanmasına sebep olmuştur. Akrabalarının, kanı üzerinden yürüttüğü siyaset ise siyasi çekişmeleri ve mezhep ayrışmaları beraberinde getirmiştir.
