THE MILITARY GROUND OF ISRAEL’S SECURITY UNDERSTANDING: STRATEGICAL AND TACTICAL DIMENSIONS OF HER INDEPENDENCE WAR

Abstract

This study deals with the process of military acquisition of a Jewish homeland in a strategic and tactical context. The periods, one in form of a civil war between November 1947 and 14 May 1948 and the other as a total war against Arab states beginning with the foundation of the State of Israel and ending with the ceasefire agreements in 1949 are read together. Because the study focuses on the Jewish understanding of existence and survival, it covers Jews’ own discourses and acceptances unilaterally and ignores the opinions and approaches of the other combating parties. The strategic and tactical phases that were stipulated and applied for obtaining the Palestinian territory are reviewed in scope of Jewish aims and practices on the ground, but not of leader/commander and his way of administration and ideology. Through perceptive and factual threat evaluation, the anxieties and expectations determining the course of war and their projections on the ground are examined. War modeling, foreseen strategic/tactical approaches to the war and security acquisitions in this regard are the output of the process. Understanding this military acquisition is crucial for understanding the basis of Israel’s security/safety quest and behavior

İSRAİL’İN GÜVENLİK ANLAYIŞININ ASKERİ ZEMİNİ: BAĞIMSIZLIK SAVAŞI’NIN STRATEJİK VE TAKTİK BOYUTU

Abstract

Bu çalışma, bir Yahudi yurduna askeri anlamda sahip olunması sürecini stratejik ve taktik anlamda incelemektedir. Kasım 1947-14 Mayıs 1948 arasındaki iç savaş görünümünde olan dönem ve devletleşme ilanıyla başlayıp, 1949’daki ateşkes anlaşmalarıyla sona eren Arap devletlerine karşı topyekûn savaş dönemi birlikte okunmaktadır. Çalışma, Yahudi toplumunun var olma ve varlığını devam ettirme anlayışına odaklandığı için, Yahudilerin kendi söylemlerini ve kabullerini tek taraflı olarak esas almakta, çatışmaya dâhil olan diğer kesimlerin görüşlerini ve yaklaşımlarını göz ardı etmektedir. Filistin topraklarının elde edilmesi bağlamında öngörülen ve uygulanan stratejik/taktik aşamalar, lider/komutan, onun yönetim anlayışı ve ideolojisi çerçevesinde değil, sahadaki hedefler ve uygulamalar kapsamında tetkik edilmektedir. Çalışmada, algısal ve olgusal tehdit değerlendirmesi üzerinden savaşa hangi endişe ve beklentilerin yön verdiği ile bunların sahadaki izdüşümleri ele alınmaktadır. Savaşın şekillenmesi, savaşa dair öngörülen stratejik ve taktik yaklaşımlar ile bu çerçevede güvenliğe ilişkin edinimler, sürecin çıktısı konumundadır. Bu askeri edinimi anlamak, İsrail’in güvenlik arayışının ve davranışının alt yapısını anlamak bakımından önem arz etmektedir
