Bu çalışma son dönem Osmanlı yüksek bürokrasisi içinde yer almış, iki defa sadrazam olmuş Mahmud Nedim Paşa tarafından yazılan Âyine ve Hasbihâl isimli risalede dile getirilen ahlaki politika temelli devlet idaresine dair düşüncelere odaklanmıştır. Aynı zamanda bir siyaset teorisi sayılabilecek bu risalede Mahmud Nedim Paşa, padişahın iktidarını azaltıp bürokrasinin nüfuzunu arttırdığı için Tanzimat reformlarını eleştirmiştir. Bir başka deyişle iktidarın Saray’dan Bab-ı Âli’ye geçmesine karşı çıkmıştır. Tanzimat bürokrasisine karşı geleneksel bürokrat grubundan olan Mahmud Nedim Paşa hem Tanzimat reformlarına ve bu reformların yürütücüleri olan bürokratlara karşı koyabilecek hem de ahlaki tutum ve değerlere dayanan yeni bir düzen önermiştir. Kısaca onun önerisi otokrat ve kararlı bir padişah ile ahlaki tutum ve değerlere sahip itaatkar bir bürokrasiden oluşuyordu. Bundan başka Mahmud Nedim’in yaklaşımıyla geleneksel Osmanlı nasihatnâme literatürü arasındaki bazı farklar ve benzerlikler ortaya konmaya çalışılacaktır
This study focuses on moral polity ideas mentioned in pamphlet of Âyine ve Hasbihâl by Mahmud Nedim Pasha. Mahmud Nedim was one of the traditional bureaucrat group who opposed the Tanzimat reformism. He had criticized about Tanzimat reforms. These reforms meant for him the contraction of the sultan’s power and the rise of bureaucracy, in other words, he criticized the shifting of the locus of power from the Palace to the Porte. Against the Tanzimat bureaucracy Mahmud Nedim suggested of both resisting the Tanzimat reforms and forming a new order with the based moral policy. Briefly his suggestion consisted of an autocratic and determined sultan and to have moral attitudes and submissive bureaucracy. Moreover, Mahmud Nedim’s approach will be attempted to compare the some differences and similarities with the traditional Ottoman mirror for princes nasihatnâme literature
