Osmanlı Devleti'nde, özellikle 19. yüzyılın ortalarından itibaren, farklı unsurların devlete olan bağlılığını sağlamlaştırmak için bir dizi düzenleme yapılmıştı. Bunlardan birisi de, hâkim dilin yani Türkçe'nin gayrimüslim okullarında öğretilmesi meselesidir. Bu şekilde Türkçe'yi iyi bir şekilde öğrenen çocukların ilk olarak devlete ait mülkiye, askeriye, tıbbiye veya diğer idadî derecesindeki okullarda eğitim alması ve bu okullardan mezun olanların da, inancına veya milliyetine bakılmaksızın resmî kurumlarda vazifelendirilmesi hedeflenmişti. Bu çalışmada, Tanzimat Dönemi'nde yapılan düzenlemeler neticesinde Türkçe'nin gayrimüslim okullarında okutulmaya başlanması, zamanla mecburi hale getirilmesi, okullarda görevlendirilecek muallimlerin seçimi ve tayininde takip edilen usuller değerlendirilmiştir. Aynı şekilde, derslerde kullanılacak materyallerin kontrolü, derslerin teftişi ile muallimler için ödenen maaşın nasıl karşılandığı gibi hususlar örneklerle ortaya konmuştur. Dolayısıyla, Osmanlı idarecilerinin devleti dağılmaktan kurtarmak için başvurduğu çarelerden birisi olan Türkçe'nin toplumda yaygın olarak kullanılması ve nihayetinde bir "Osmanlı birliği" oluşturulması amacıyla yürütülen bu uygulama, arşiv kayıtları ışığında değerlendirilmeye çalışılmıştır.
In the Ottoman Empire starting in the middle of the 19th century, a number of regulations were put into practice with the purpose of making various members of the state more loyal to the empire. One of them was the problem of teaching the dominant language -that means Turkish- in the schools of non-Muslims. According to this regulation it was aimed to send the non-Müslim children, who learned Türkish very well, primarily to the schools those belonged to the empire, such as the civil service schools, military schools, medical schools or to the other kind of high schools and after this education to appoint all these graduated children in official institutions without regarding their nationality. In this article, we tried to figure out such issues like, the introduction of the Turkish language, as a result of the regulations of the Tanzimat era, in the non-Muslim schools, turning it to a compulsory subject in the course of time and the methods that were used to choose and evaluate the teachers for the purpose of appointing to these schools. In the same way, we tried to shed light on the issues such as, the supervising of the lessons and materials that were used in the lessons and the procedures to supply the salaries of the teachers. Consequently, in the light of archives, we tried to evaluate the efforts of Ottoman administrators to make Turkish language more common in the society and as a result of that to constitute an Ottoman Unity with the aim of preventing the separation of the empire.
