Osmanlı Devleti’nde İkinci Meşrutiyet yılları matbuat alanında önemli gelişmelerin yaşandığı bir süreçtir. Meşrutiyet’in ilanının yarattığı ortam içinde yayınlanan gazete ve dergi sayısında önemli artışlar gözlenmiştir. Diğer taraftan bu özgürlük havası içinde her grubun kendi ideolojik görüşünün savunuculuğu doğrultusunda giriştiği basın faaliyetleri neticesinde İkinci Meşrutiyet yıllarında birçok gazete kapanmış, gazeteciler tutuklanmış ve sürgüne gönderilmişlerdir. Bu gelişmeler ülkede matbuat hürriyeti konusunda geniş tartışmalara sebep olmuştur. Bu çalışmada yaşanan bu olayların “matbuat hürriyeti” noktasından mebuslar tarafından nasıl algılandığı incelenmeye ve değerlendirilmeye çalışılmıştır. Analiz sonucunda basına getirilen bu kısıtlamalar konusunda Meclis’te iki eğilimin oluştuğu tespit edilmiştir. Birinci eğilimdeki mebusların, matbuat hürriyetinin büsbütün ortadan kalktığını ve istibdat devrinde düştüğü dereceden daha aşağı bir dereceye indiğini savundukları görülürken, ikinci eğilimdekilerin fazla serbestînin memlekete zararlar verdiğini savundukları, gazete kapatma olaylarını daha çok vatanın menfaati noktasından değerlendirdikleri tespit edilmiştir
The Second Constitutional Era in the Ottoman State is a process in which important developments took place in the field of printing. Significant increases were observed in the number of newspapers and magazines published in the environment created by the constitutional monarchy. On the other hand, many newspapers were closed, journalists were arrested and sent into exile in the Second Constitutional Period as a result of press activities initiated by each group in line with the advocacy of their ideological view. These developments caused widespread controversy about the freedom of printing in the country.In this study, it was tried to analyze and evaluate how these events were perceived by the MPs from the point of “freedom of printing”. As a result of the analysis, it has been determined that there are two trends in the Assembly regarding these restrictions. It has been observed that the first-tier MPs argued that the freedom of printing had completely disappeared and had fallen to a lower degree than the degree of decline in the time of reign. it was determined that the second tendents argued that excessive freedom caused harm to the country, and they evaluated newspaper closure events mostly from the interests of the homeland
