ÖzetAsayiş sorunu, 19. yüzyılın sonu ve 20. yüzyılın başında Osmanlı Devleti’nin genelinde yaşanmaktaydı. Özellikle devletin birçok konuda sorun yaşadığı ancak sorunlarına kurumsal ve toplumsal olarak çözüm aradığı bir dönemdi. Bu dönemde devlet, savaşlarla dış tehditlere karşı koymaya çalışırken içerideki tehditlerle de mücadele etmek zorundaydı. Bu iç tehditlerden biri de asayiş sorunlarıydı. Başta eşkıyalık olmak üzere asayişi tehdit eden gasp, hırsızlık, cinayet, ahlak sorunları gibi sıkıntılar mevcuttu. Trabzon vilayeti içerisinde yer alan Ordu kazasında yaşananlar, bunlara örnek olarak seçilip incelenecektir. Kazadaki hanedan üyelerinin olaylara etkisiyle birlikte bölgenin coğrafi yönden sarp olması ve 19. yüzyılda yaşanan göçler neticesindeki Gürcü muhacirlerin iskânı bölgede yaşanan sorunları daha da içinden çıkılmaz bir hale getirdi. Devleti temsil eden idareciler, eşkıyalarla mücadele yöntemlerinde önemli bir yeri olan güvenlik güçlerinden yoksun olup bu konuda Gürcü muhacirlerin ortaya çıkardığı olumsuzluklar sebebiyle de sıkıntı yaşadı. Bu çalışmada, Ordu kazasında meydana gelen asayiş olaylarıyla devletin bu yöndeki mücadelesi aktarılacaktır. Ayrıca yerel ahaliden olan eşkıyalarla birlikte muhacir göçünün etkisi, meydana gelen vaka örnekleriyle değerlendirilmeye çalışılacaktır. AbstractIn the beginning of the 20th century and end of the 19th century there is the problem of the order in the Ottoman State. Espicially it is a period that the state live alot of problems but solutions were looked for against the problems as corporate and social. In that period the state had to struggled with internal threats while it was stuggling external threats with wars. One of these internal threats was order problems. Firstly, there were problems like extortion,theft, urder, moral problems that threat the order. The events that were lived in Trabzon city and Ordu town will be chosen and examined. With the effects of the memebers of the town against the problems being steep of the region as geographic and the settlement of Georgian emigrant worsen living problems in the region. While administrators who present the state struggled with bandits , they had not security forces and they lived in troubled because of the Georgian emigrants. I n this paper, the order events taht happened in Ordu town and the struggle of the state will be transfered. And also, with bandits who were from local people and effects of the migrations of refugees will be tried to be evaluated with event examples that happened.
