Abstract

Bu çalışma, Türkiye'de kamu harcaması davranışları ile hanehalkı tüketim harcaması davranışları arasındaki ilişkiyi 2006-2019 dönemi için incelemeyi amaçlamaktadır. Bu bağlamda çalışmanın, ekonometrik model ve uygulama açısından Türkiye literatüründeki boşluğu dolduracağı beklenmektedir. Bu kapsamda, üçer aylık veriler kullanılmış olup öncelikle, sıradan en küçük kareler yöntemi kullanılarak değişkenlere ait katsayılar tahmin edilmiştir. Katsayı tahminin ardından, Johansen eşbütünleşme testi ve sonrasında hata düzeltme modeline dayalı Granger nedensellik test yöntemi uygulanmıştır. Ekonometrik sonuçlar, Türkiye'de 2006-2019 dönemi için kamu harcaması davranışları hanehalkı tüketim harcaması davranışları üzerinde hem kısa hem uzun dönemde etkili olduğunu göstermektedir. Bulgular, Keynesyen yaklaşımı desteklemekte olup, maliye politikasının ve kamu harcamaları politika aracının Türk ekonomisi üzerinde oldukça etkili olduğuna işaret etmektedir. Dolayısıyla, maliye politikası karar vericilerinin böyle bir durumun varlığını bilerek politika uygulamalarını gerçekleştirmesi önem arzetmektedir.
