Vilfredo Pareto’nun Elitlerin Dolaşımı Kuramında Politik Devrimin İzleri

Abstract

Tarihsel toplumsal yapılar değişime tabidir. Değişimler bazen geniş kapsamlı bazı zamanlar ise dar nitelikli olmaktadır. Geniş kapsamlı değişimleri toplumsal devrim ve dar kapsamlı değişimleri ise politik devrim olarak adlandırabiliriz. Vilfredo Pareto, elitlerin dolaşımı teorisiyle dar kapsamlı bir politik devrime işaret etmektedir. Bu çalışmanın konusu, Pareto’nun elit dolaşımı teorisinde politik devrimin izlerini sürmektir. Pareto, elitleri, doğan büyüyen sonra düşen bir toplumsal döngü olarak tanımlamıştır. Düşüş esnasında ortaya yeni bir elit çıkmaktadır ve eski eliti alaşağı etmektedir. Tam olarak bu alaşağı etme süreci bir politik devrime işaret etmektedir. Çünkü yeni gelen elit de bir önceki elit gibi azınlıktır ve toplumun çoğunluğu üzerinde tahakküm kurmaktadır. Dolayısıyla süreç bir toplumsal devrimden ziyade bir politik devrime işaret etmektedir. Bu çalışmanın amacı, Pareto’nun elitlerin dolaşımı kuramının bir politik devrim anlayışı çerçevesinde ele alınmasıdır. Çalışmanın kapsamı, Pareto’nun elitlerin dolaşımı kuramıdır. Çalışmanın hipotezi, politik devrimin göreceli dar ve sürekli karşılaşılabilen bir olgu olduğu ve Pareto’nun elitlerin dolaşımı teorisinin aslında bir politik devrim anlayışı içerdiğidir. Ayrıca, politik devrimde yapısal değişiklik egemen sınıflar içerisinde gerçekleşirken, toplumsal devrimlerde alt sınıfların egemen sınıflara doğru yer değişikliği yaşanmaktadır.

Traces of Political Revolution in Vilfredo Pareto’s the Theory of the Circulation of Elites

Abstract

Historical-Social structures are subject to change. Changes become sometimes wide ranging and sometimes narrow ranging. It can be labelled that wide ranging changes are social revolution and narrow ranging changes are political revolution. Vilfredo Pareto marks narrow ranging political revolution in his theory of circulation of elites. The subject of this study is to track down a political revolution in Pareto’s theory of circulation of elites. Pareto has defined elites as born, rising, and falling social circulation. During falling of elites, new elites appear, and they overturn old elites. The process of this overturning marks a political revolution. Because new elites are minority like old elites, and they establish a domination over majority of society. Therefore, this process resembles a political revolution instead of a social revolution. This study aims to grasp Pareto’s theory of circulation of elites in the framework of a political revolution. The extent of this study is Pareto’s theory of circulation of elites. The hypothesis of this study is that a political revolution is a narrow ranging phenomenon and that Pareto’s theory of circulation of elites marks that Pareto’s theory of circulation of elites is a political revolution. Moreover, in a political revolution, main change realizes among ruling classes when in a social revolution, there appears a change inter classes.
