Changes
in legal settings with regard to e-government and information and communication
technologies (ICTs) empower the regarding authorities to engage with occurring
developments by means of precautions, regulations and arrangements. In this
context, it is of importance to define which changes and amendments have made
in legal settings whether and how they affect the ordinary life of citizens.
For this very reason, this study aim to analyze changes and amendments, which
are reflected through decisions of high law and administrative courts, and to
make evaluations on their effects in this direction in Turkish legal framework.
The study is composed as follows: in the first section a brief categorization
of Turkish court system is given. Then some legal settings related to ICTs and
e-government is given in detail. Afterwards, some sample cases solved before
high courts are presented including evaluation and critique. The last section
is about conclusions.
