                                                                                                <abstract><p>Prosedürel modelleme teknikleri kullanılarak gerekli öznitelik bilgilerini barındıran 2 boyutlu coğrafi bilgi sistemi verilerinin gerçekçi bir şekilde 3 boyutlu olarak görselleştirilebilmesi mümkündür. Prosedürel modelleme tekniğinin sağladığı önemli avantaj; vektör verilerde depolanan öznitelik verilerinin kullanılarak modelin gerekli olduğu anda yeniden türetilebilmesidir. Bu şekilde; hem kapsamlı ve detaylı bir modelin coğrafi veri tabanına depolanmasından kaynaklanan yüksek veri boyutu azalmakta, hem de doğru şekilde kodlanmış bilgisayar algoritmaları ile gerçekleştirilen model üretim süreçlerinde kişisel hataların önüne geçilebilmektedir. Ayrıca önerilen yöntem ile modeller en uygun sayıda poligon ve standart uygulanan çizim teknikleri ile oluşturulabilmektedir. Bu çalışmada 2 boyutlu ve açık kaynaklı OpenStreetMap vektör verileri, “Shuttle Radar Topography Mission” (SRTM) sayısal yükseklik model verileri ve farklı kaynaklardan sağlanan uydu görüntüleri kullanılarak 3 boyutlu kent modeli oluşturulmasına olanak sağlayan yaklaşım açıklanmış ve bu yaklaşımın faklı dünya kent merkezlerinin modellenmesinde kullanılması ile elde edilen sonuçlar paylaşılmıştır. Gerçekleştirilen çalışmada açık coğrafi bilgi sistemi verileri kullanılarak prosedürel modelleme tekniklerinin etkin bir şekilde uygulanması ve bu verilerden 3 boyutlu kent modeli üretimi sağlanmıştır. Akıllı şehir yönetimi ve karar destek çalışmalarında kullanılabilecek ve dijital ikiz uygulamalarında da belirli ölçüde kullanılabilecek modelleme teknikleri açıklanmıştır.</p></abstract>

                            <p>By using procedural modeling techniques, it is possible to visualize 2D geographic information system data containing necessary attribute information in a realistic 3D manner. The important advantage of the procedural modeling technique is that it enables the regeneration of the model whenever it is needed using the attributes stored in the vector data. In this way; The high data size resulting from storing a comprehensive and detailed model in a geographic database is reduced, and personal errors can be avoided in model production processes carried out with correctly coded computer algorithms. In addition, with the proposed method, models can be created with the most appropriate number of polygons and standard drawing techniques. In this study, the approach that enables the creation of a 3D city model using 2D and open source OpenStreetMap vector data, “Shuttle Radar Topography Mission” (SRTM) digital elevation model data and satellite images obtained from different sources is explained. In this study, effective application of procedural modeling techniques was ensured by using open geographic information system data and 3D city model is produced using these data. Modeling techniques that can be used in smart city management and decision support studies and that can be used in digital twin applications to a certain extent are explained.</p></trans-abstract>
