Abstract
Parliament (Meclis-i Mebusan) of 1908 have an important place in the Turkish Democracy history in terms of both its formation and working. Becouse most of this period has been increased more. The Parliament which was formed in 1908 by the first election that many political parties were attended had provided with the representing of etnic groups in country. Besides, the Parliament presented large development for verifying of national sovereignty compared with old periods.

II. Meúrutiyet dönemi kurumlarÕ gerek oluúumu gerekse de çalÕúmalarÕ açÕsÕndan Türk demokrasi tarihinde önemli bir yere sahiptir. Cumhuriyet dönemi uygulamalarÕnÕn bir ço÷unun II.
Meúrutiyet döneminden etkilenmiú olmasÕ bu dönemin önemini bir kat daha arttÕrmaktadÕr. 1908 yÕlÕ içinde yapÕlan ilk çok partili seçim sonucunda oluúan Meclis-i Mebusan, ülkedeki etnik gruplarÕn temsilini sa÷lamÕú, millet egemenli÷inin gerçekleútirilmesi yönünde eski dönemlere oranla büyük bir geliúme göstermiútir. Bu dönemde uygulanan seçim sistemi Cumhuriyet döneminde de uzun bir süre uygulanmaya devam etmiútir
