2015 Mülteci Krizi Sonrası Ege Denizi’nde Göçün Güvenlikleştirilmesi: Yunanistan’ın Ulusal Göç ve Ulusal Entegre Politikaları

Abstract

Mart 2015'te doruğa ulaşan ve halen devam eden Suriye meselesi, Avrupa ülkelerine mülteci akışına neden olmuş- bu da mevcut olan Avrupa göç krizini şiddetlendirmiştir. Bu göç sorununda Yunanistan'ın ulusal göç politikasının güvenlikleştirilme perspektifiyle eski politikalarına nazaran değişime uğradığı görülmektedir. Yunanistan, Ege Denizi’nden gelen göç akınına karşı faklı göç ve entegrasyon politikası belirlemektedir. Yunanistan tarafından krizin yönetilmesi için uygulanan kamp noktaları, göçmen kayıtları, sınır kontrolü ve Meriç bölgesine çit inşası gibi önlemler, mülteci akışlarını hızlı bir şekilde ele alma girişimi olarak görülmektedir. Çalışmanın temel sorusu; 2015 yılı sonrası mülteci krizi ile Yunanistan’ın göç ve entegrasyon politikaları değişime uğramış mıdır? Yunanistan’ın son dönem ulusal entegrasyonu nedir? Yunanistan’ın son dönem ulusal göç politikası nedir? Yunanistan’ın göç ve güvenlik bağlamında yeni (2020’den itibaren) Ulusal Entegrasyon Politikası nedir? Çalışmada kavramsal çerçevede Yunanca kaynakça ile güvenlik ve göç, mülteci vb. kavramları tanımlanacak, kuramsal çerçevede Kopenhag Okulu’nun öngördüğü güvenlikleştirme yaklaşımına değinilecektir. Göçe dayalı güvenlikleştirme yaklaşımında Yunanistan’ın Göç ve Mülteci olgusu ele alınacaktır. Çalışma bağlamında önemle vurgulanacak temel husus Yunanistan’ın göç terimini güvenlikleştirmesiyle ulusal göç ve entegrasyon politikalarının değişime uğradığıdır. Öte yandan, Yunanistan, ulusal sınırlarını ve ulusal güvenliğini Avrupa Birliği ile entegre etmek arzusunda Avrupalılaşma bağlamında göç politikalarını revize ettiği çalışmada ele alınan önemli konulardan biridir. Bu çalışmada Ege Denizi üzerinden gelen göçlerin Yunanistan’daki ilk duraklarında yaşananlar özellikle Midilli adası, yani Moria Kampı ve Yunanistan’ın 2015 yılı mülteci krizi sonrası göç politikası üzerine güvenlikleştirme algısının açıklanması amaçlanmaktadır. Çalışmanın amacı, yetkili makamlara Yunanistan’ın son dönem göç algısını güvenlikleştirme çerçevesinde incelenen araştırma ile gösterebilmektir.

Securizing Immigration In The Aegean Sea After The 2015 Refugee Crisis: Greece's National Migration And National Integrated Policies

Abstract

The ongoing Syrian issue, which culminated in March 2015 and still continues, has led to an influx of refugees into European countries – exacerbating the current European migration crisis. In this immigration problem, it is seen that Greece's national immigration policy has changed compared to its previous policies with the perspective of securitization. Greece determines a different immigration and integration policy against the influx of immigration from the Aegean Sea. Measures implemented by Greece to manage the crisis, such as camp points, immigration registration, border control and fence construction in the Evros region, are seen as an attempt to quickly address refugee flows. The main question of the study; Have Greece's immigration and integration policies changed with the refugee crisis after 2015? What is the recent national integration of Greece? What is Greece's recent national immigration policy? What is Greece's new (from 2020) National Integration Policy in the context of migration and security? In the study, in the conceptual framework, security and migration, refugee etc. with Greek bibliography. concepts will be defined, and the securitization approach envisaged by the Copenhagen School will be mentioned in the theoretical framework. In the immigration-based securitization approach, Greece's Immigration and Refugee phenomenon will be discussed. The main point to be emphasized in the context of the study is that the national migration and integration policies have changed with the securitization of the term migration by Greece. On the other hand, it is one of the important issues discussed in the study that Greece revised its immigration policies in the context of Europeanization in its desire to integrate its national borders and national security with the European Union. In this study, it is aimed to explain the perception of securitization on the migration policy of Lesbos, Moria Camp, and Greece's migration policy after the 2015 refugee crisis, which happened at the first stops of the migrations coming from the Aegean Sea in Greece. The aim of the study is to show the authorities the recent migration perception of Greece with the research examined within the framework of securitization.
