1951’de Belçika, Almanya, Fransa, Hollanda, Lüksemburg ve İtalya tarafından Avrupa Kömür ve Çelik Topluluğu kurulmuştur. 1952’de Paris Antlaşması imzalanmış ve 1954’te Batı Avrupa Birliği oluşturulmuştur. 1956’da AET ve EUROTOM’un kurulmasına yönelik çalışmalar başlatılmıştır. 1958’de Roma Antlaşmasıyla, Avrupa Topluluğu Adalet Divanı kurulmuştur. AET ile ILO arasında iş birliği antlaşması imzalanmıştır. AB tarafından farklı ülkelerde sayısız toplantı ve zirveler gerçekleştirilmiştir. Ekonomik ve parasal birlik çabaları artmıştır. Bu sırada iki Almanya birleşmiştir. 1993’te AB ile Bulgaristan ile ticari iş birliği antlaşmaları imzalanmıştır. 1995’te AB ile Bulgaristan, Romanya, Slovakya ve Çek Cumhuriyeti arasında Avrupa Ortaklık Anlaşmaları imzalanmıştır. Romanya ve Bulgaristan’ın AB’ne katılımıyla, AB ülkesi 27’ye yükselmiş, AB bölgesel bir güç olmuştur. Bu çalışmada Bulgaristan’ın Avrupa Topluluğuna girişindeki Anayasa, kamu yönetimi, insan kaynakları yönetimi, yargı, telekomünikasyon, elektronik devlet gibi alanlardaki yeniden yapılanma ve reform çabaları ele alınmıştır. 1990’lardan itibaren telekomünikasyon teknolojileri, özelleştirmeler, idari reformlar, yönetişim, elektronik devlete geçiş çabalarını sürdürmüştür. Burada son 40 yılıyla kamu yönetimi reformları açısından Bulgaristan’ın devlet yönetimi incelenmiştir.
In 1951, the European Coal and Steel Community was established by Belgium, Germany, France, the Netherlands, Luxembourg and Italy. The Treaty of Paris was signed in 1952 and The Western European Union was created in 1954. In 1956, studies for the establishment of EEC and EUROTOM were initiated. In 1958, with the Treaty of Rome, the European Community Court of Justice was established. A cooperation agreement was signed between EEC and ILO. Numerous meetings and summits have been held by the EU in different countries. Economic and monetary union efforts have increased. Meanwhile, the two Germany have been united. In 1993, trade cooperation agreements were signed with the EU and Bulgaria. In 1995, European Association Agreements were signed between the EU and Bulgaria, Romania, Slovakia and Czech Republic. With the accession of Romania and Bulgaria to the EU, the EU country has risen to 27, the EU has become a regional power. In this study, the restructuring and reform efforts in the fields such as the Constitution, public administration, human resources management, judiciary, telecommunication, electronic state at the entrance of Bulgaria to the EC are discussed. Since the 1990s, it has continued its efforts for telecommunication technologies, privatizations, administrative reforms, governance, and transition to electronic state. Here the state administration of Bulgaria has been examined in terms of public administration reforms for the last 40 years.
