                                                                                                <abstract><p>Bu çalışmanın amacı; Türkiye ve İngiltere’de özel eğitim hizmetlerini incelemektir. Dünya nüfusunun yaklaşık %15’inin engelli bireylerden oluştuğu tahmin edilmektedir. Engellilerin toplumsal yaşama tam katılmaları için en önemli araçlardan biri eğitimdir ve bu konuda çoğu yerde eğitim faaliyetleri planlanmaktadır. Ancak engellilerin özel gereksinimlerindeki farklılıklar nedeniyle özel eğitim hizmetlerine ihtiyaç duyulmaktadır. Bu özel eğitim hizmetleri de ülkelerin sosyo-ekonomik gelişmişlik seviyesine göre farklılaşmaktadır. Bu çalışmada, Türkiye ve İngiltere’nin özel eğitim hizmetleri; uygulama ve istatistik yönünden değerlendirilmiştir. Türkiye için Milli Eğitim İstatistikleri, Örgün Eğitim (2020) ile Engelli ve Yaşlı İstatistik Bülteni (2021) verilerinden yararlanılmıştır. İngiltere için, DfE İstatistik Servisi (2021) verilerinden yararlanılmıştır. Bu bağlamda Türkiye ve İngiltere’de; 1700’lü yıllarda özel eğitim adına ilk kurumsal gelişimlerin olduğu, benzer özel eğitim temel ilkelerinin benimsendiği ve uygulama ile istatistik yönünden farklılıklar bulunduğu çalışma kapsamında tespit edilmiştir. Ayrıca özel eğitim hizmetleri bağlamındaki faaliyetlerden yararlanan çocukların, eğitim öğretim kademeleri açısından belirlenen kilit noktalarda okullarını bırakma oranının yüksek olduğu görülmüştür.</p></abstract>
                                                                                                                                    <trans-abstract xml:lang="en">
                            <p>This study aims to examine special education services in Türkiye and England. It is estimated that approximately 15% of the world population consists of the disabled. Education is one of the essential tools for disabled people to participate fully in social life, and educational activities are planned in most places. However, special education services are needed due to the differences in their unique needs. These special education services differ according to the socio-economic development level of countries.In this study, the special education services of Türkiye and England were evaluated in terms of practice and statistics. For Türkiye, data from National Education Statistics Formal Education (2020) and Disabled and Elderly Statistics Bulletin (2021) were used. As for England, data from DfE Statistics Service (2021) were used. As a result, in Türkiye and England, it was revealed that the first institutional developments for the sake of special education were in the 1700s, that similar basic principles of special education were adopted, and that there were differences in terms of practice and statistics. Additionally, it was realized that children who benefit from the activities in the context of special education services have a high school-dropout rate at the key points determined in terms of education and training levels.</p></trans-abstract>
