Politika Transferi Bağlamında Kamu Yönetiminde Neo-Liberal Reformların Yayılması: Açık Toplum Enstitüsünün Rolü

Abstract

Günümüzde, gerek gelişmiş gerekse gelişmekte olan ülkeler, neo-liberal politikalar tarafından şekillendirilen bir reform dalgasının etkisi altına girmişlerdir. Bu reform dalgasının en temel özelliği, dünya geneline hızla yayılmasıdır. Bu yayılma sürecine, uluslararası örgütlerden enstitülere kadar birçok aktör katkı sağlamaktadır. Bugün, uluslararası düzeyde aktif bir şekilde faaliyetlerini sürdüren enstitülerden biri Açık Toplum Enstitüsü’dür (ATE). ATE’nin neo-liberal politikaların hizmetinde olduğu ve özellikle belirli bölgelerin liberalleşmesinde önemli rol oynadığı iddia edilmekle birlikte, ilgili literatürde ATE’ye ve bu iddialara odaklanan akademik çalışmalara rastlamak pek mümkün değildir. Bu bağlamda, çalışmanın amacı, ATE’nin kamu yönetiminde neo-liberal reformların yayılması sürecinde oynadığı rolü politika transferi bağlamında analiz etmektir.
