Şura Akademi Journal is an open-access journal. It is an international peer-reviewed periodical published quarterly by the Urban Policy and Research Center (ŞURA) of Kocaeli Metropolitan Municipality City History and Promotion Department. ISSN: 2791-8424 

Şura Akademi Journal aims to develop local government practices regarding urban life and public and private sector activities by supporting them with scientific and academic research from different disciplines. Original research, analysis, article, report, opinion, etc., which reveal the foresight and knowledge for the solutions of urban problems and raising the quality of life standards. includes written and visual content. With its open communication and easy access feature, it contributes to the historical, cultural, political, social and economic transformation and development of our cities from the perspective of Kocaeli. It is a responsible public publication for the realization of promising sustainable urban development practices by compiling and publishing the collective mind ideas and analyzes of the boards and social stakeholders operating under the coordination of the Urban Policies and Research Center.

Page Size and Orientation
Margins (Spacing should be 2 cm from all 4 sides)
Manuscript should not be more than 20 pages with Tables and Figures included.

Manuscript Title
Font Size 13 Point (Bold)
Manuscript title should be both in Turkish and English.
The initials of each word should be capitalized, except conjunctions.

Abstract
Font Size 9 Point
Justify Allign
Should be between 150 – 300 words

Keywords
Font Size 9 Point
Should be min 5, max 7 keywords, initials should be capitalized

Abstract
Should be written in the same format as Turkish abstract, but in Italics.

Manuscript Text

Main text font size should be Times New Roman, 11 points.

First-Level Heading (Introduction)
First-level heading font size should be in 11 point bold, regular and initials should be capitalized, the title should be alligned to the center.

Second-Level Heading
Second-level heading font size should be in 11 point bold, regular and initials should be capitalized, the title should be alligned to the left.

Third-Level Heading
Third-level heading font size should be in 11 point bold, regular and initials should be capitalized, the following text should continue on the same line using a colon after the title.

Tables

Table number and description should be given above the table. ‘Table’ text and number should be 10 in points, bold and regular, the table number should be given in roman numerals. Table explanations should be in 10 points, initials should be written in capital letters and italic. The explanations in the table data (if any) should be written as Notes under the table.

Table references must be made in the text (Table 2).


Figures

If the article contains graphics, maps, pictures, photographs, etc. The figure descriptions should be written under the figure and given under the figure name. ‘Figure’ text and number should be in bold and italic. Figure descriptions should be in 10 points and their initials should be written in lowercase, except for proper names.

Figure references must be mentioned in the text (Figure 3).

Figure reference must be given under the figure description in 10-point and plain text, and reference information must be given in the bibliography section, in accordance with the rules.

The resolution of the visual material to be used in the figures must be at least 300 DPI.

Quotes

If the word count is less than 40, the quote should be given in quotation marks.

If the word count is more than 40, the quote should be given in a separate paragraph, without quotation marks and alligned to the left.

References
In-text references and bibliography should be arranged in accordance with the 6th edition rules of the American Psychological Association (APA), and the bibliography should be given in alphabetical order. The indentation on the second and subsequent lines in each reference should be placed under the 4th letter.

Ethical Principles for Authors

Submitted articles must be original.

Authors are resposible from the opinions expressed in the published articles.

All responsibilities arising from non-compliance with ethical rules in all submitted scientific studies belong to the author.

Questionnaire, observation, experiment, focus group work, interview, etc. Permission for research information conducted by collecting data from its participants with techniques is the responsibility of the authors and the responsibility belongs to the author.

Authors should cite the sources they use correctly in line with ethical principles.

Submitted works must not have been sent for publication elsewhere at the same time. Studies published previously should not be resubmitted for publication in our journal.

Ethical Principles for Referees

The referees evaluate the articles according to the blind review system.

Studies are evaluated by confidential, independent and expert referees.

Reviewers should agree to evaluate only articles related to their field of expertise.

The referees should make the evaluation impartially and confidentially.

In case of conflict of interest or association, the referees may reject the article by informing the editor.

Referees should clearly state their reasons for acceptance or rejection to the editor, with an explanation.

Criticism of the article should be objective, directed at the text, not the author.

Studies can be published with the positive opinion of at least two referees.

In case of an acceptance or rejection, a third referee’s opinion is taken.

Ethical Principles for Editors

The editor ensures that articles and manuscripts are sent to expert referees.

It does not send the article to the referees who may have a conflict of interest on the subject.

The editor has the right to accept or reject the original works by evaluating them according to the publication policy, writing and ethical rules.

It keeps the identity information of the referees confidential and ensures the protection of personal data in the articles.

It pays attention to the confidentiality of the submitted articles, and maintains the principles of confidentiality after rejection or publication.

Applies the rules of blind refereeing and evaluation process expressed in the publication policies.

It ensures that the studies are evaluated fairly and as soon as possible.

It takes into account the complaints and suggestions, examines them and makes the necessary notifications.

Responsible for protecting research data, author’s data.

No fee is charged at any stage, including manuscript submission, evaluation and publication. Authors whose articles are published are paid royalties within the framework of the “Regulation on Copyright and Processing Fees to be Paid by Public Institutions and Organizations”.
