Bu çalışma Ekim-Kasım 1829 tarihli olarak tutulmuş olan 22 Numaralı Ayniyat Defteri ekseninde Anadolu Eyaleti’nin merkez-taşra ilişkilerini konu edinmektedir. XVIII. yüzyıldan itibaren sadrazam buyrulduları olarak Sadaret Mektubî Kalemi’nde tutulmaya başlanan Ayniyat defterleri tahrirat-ı samiye, şukka, kaime ve mektuplardan oluşmak sureti ile hazırlanmıştır. Bu defterlerin incelenmesi ile Anadolu eyaletine tabi olan vilayetler, nezaretler ve daireleri meşgul eden problemlerin neler olduğu ve yönetenler ile yönetilenlerin ilişkisinin nasıl yürütüldüğü gibi meseleler hakkında fikir sahibi olunabilmektedir. II. Mahmut döneminin Ekim-Kasım 1829 tarihinden bir aylık bir döneminin sunulduğu bu çalışmada merkez-taşra yazışmalarının fazlalığı dikkat çekmiştir. Deftere yansıyan meseleler konularına göre askerî, iktisadî, mülkî, adlî, sosyal meseleler ve İstanbul’un ihtiyaçları olmak üzere altı kategoride tasniflenmiştir. Askerî meselelere dair belge yoğunluğunun fazlalığı dikkat çekmiştir. Bağy suçu işleyerek devleti uzun süre meşgul eden Zeybek Atçalı Kel Mehmet meselesinin ise defterin en çarpıcı meselesi olduğu bulgusuna ulaşılmıştır.
The aim of this study is determined to deal with the center-provincial relations of the Anatolian State in the axis of the 22nd Ayniyat Register, kept in October- November 1829. The Ayniyat Registers started to be held by Sadrazam Mektubi Kalemi have kept as the Grand Vizier’s orders, registers, letters, and other official documents after the 18th century. By examining these orders, it’s possible to have an idea about the problems that occupy the provinces, ministries, and departments of the Anatolia Eyalet and how the relationship between the rulers and the ruled is carried out. In this study, which presents a one-month period from October-November 1829 of the Mahmud the 2nd has been presented, the excess of center-province correspondence draws attention. The issues reflected in the book were examined in six categories that are military, economic, civil, judicial, social issues, and the needs of Istanbul. The abundance of documents on military matters has drawn attention. It has been found that Zeybek Atçalı Kel Mehmet, who committed the crime of rebellion, constitutes the most remarkable subject of the register.
