Demokrat Parti’nin kuruluşuna ilk adım oluşturacak ‚Dörtlü Takriri‛ Celal Bayar, Adnan Menderes ve Fuat Köprülü ile birlikte imzalayarak Cumhuriyet Hak Partisi Meclis Grubuna sunan Refik Koraltan’dır. Türk siyasetinde daha çok bu önerge ve Demokrat Parti’nin dört kurucusundan birisi olarak tanınan Koraltan, Birinci TBMM’den 27 Mayıs’a kadar aktif siyasi yaşamında sadece beşinci TBMM’de bulunmamış bir siyasetçidir. Türkiye’nin çok partili siyasete geçiş süreci veya geçişinin tanıklarındandır. Ayrıca DP’nin kuruluş çalışmalarında üstlendiği lider kadro içerisindeki rolünü DP’nin muhalefet ve iktidar yıllarında da sürdürür. Partinin kuruluşundan itibaren Genel İdare Kurulunda kesintisiz bulunur. DP’nin iktidar yıllarında aralıksız Meclis Başkanlığı görevinde bulunur. Gerek partinin lider kadrosu içerisinde bulunması gerekse parti politikalarının yakın tanığı olması nedeniyle 27 Mayıs Darbesi sonrası DP mensuplarına yönelik suçlamalarda sıkça ismi geçer. Uzlaşmacı bir siyasi kimliğe sahip olan Koraltan, Yassıada’da Döviz Kaçakçılığı Davası, Vatan Cephesi Davası ve Anayasayı İhlal Davalarından yargılanmış, bunun yanında DP’nin lider kadrosu içerisinde olması nedeniyle ‚Gayrimeşru Servet İktisabı‛ ve ‚Halkı Silahlandırma Davası‛ soruşturmasına da dâhil edilmiştir. Refik Koraltan, 15 Eylül 1961’de anayasayı ihlal suçundan oyçokluğu ile idama mahkûm edilen DP’liler arasındadır.
‚Memorandum of the Four‛ was the first step of establishing Democratic Party and Refik Koraltan is the person who introduced it into Parliamentary Group of Republican People's Party by signing it together with Celal Bayar, Adnan Menderes and Fuat Köprülü. Koraltan is mostly well-known with this motion and being one of the politicians establishing Democratic Party in Turkish politics. He is also a politician who became a parliamentarian in all TBMMs – except 5. TBMM – from 1. TBMM to 27 May. He witnessed transition to a multi-party system process of Turkey. Furthermore, he continued his role in the founder cadre of DP in both opposition and power years of the Party. He was a continuous member of General Administrative Board of DP as from theestablishment of the Party. He was repeatedly Turkish Parliamentary Speaker in DP’s power years. Because he was both in the leader cadre of the Party and accordingly a witness of the Party’s policies, his name was rather frequently mentioned in the incriminations aimed at DP members after 27 May Coup. Koraltan, who has an agreeable political entity, was tried in Foreign Exchange Smuggling, Homeland Front and Constitution Violation Cases in Yassıada and besides that his being in the leader cadre of DP made him the subject of ‚Illegal Wealth Acquisition‛ and ‚Weaponing the People‛ cases’ inquiry. Refik Koraltan is one of the DP politicians condemned to death in 15 September 1961 by a large majority for the crime of constitution violation.
