E-kitaplar için Koleksiyon Geliştirmede Farklı Sağlama Modellerinin Etkisi

Abstract

E-kitaplar eğitim ve araştırma faaliyetlerini desteklemede kütüphane koleksiyonlarının değerli bir parçası haline gelmiştir. Kurumların mevcut bütçelerini etkin bir şekilde kullanarak doğru ve dengeli bir koleksiyon oluşturabilmeleri için e-kitap yönetim süreçlerini değerlendirmeleri gerekmektedir. Bu bağlamda yönetim sürecinde karar verilmesi gereken önemli konulardan biri e-kitap sağlama modelleridir. E-kitap tedarikçileri tarafından sunulan farklı e-kitap sağlama modelleri bulunmakta ve bu modeller ekonomik şartlar ve teknolojik gelişmeler nedeniyle sürekli değişmektedir.
Bu çalışmada sağlama modeli tercihinin toplam harcama maliyetlerini nasıl etkilediği, model tercihinin disipline göre değişip değişmediği, en uygun maliyete ve birim kullanım maliyetine sahip sağlama modellerinin hangisi olduğu araştırılmıştır. Çalışmanın kapsamında gerçek kullanım verilerine dayanarak yayıncı ve derleyici firma tarafından sunulan e-kitap sağlama modelleri test edilmiş ve geliştirilen senaryolarla maliyet ve konu analizi yapılmıştır. Yayıncıda EBA (Evidence Based Acquisition), derleyicide ise kısa vadeli ödünç vermenin (STL – Short Term Loan) kullanıldığı DDA (Demand Driven Acquisition) modelinin e-kitap sağlamada kullanabilecek en uygun model olduğu ve bu modellerin tercih edilmesi durumunda yapılacak toplam harcama maliyetlerinin düşeceği sonucuna ulaşılmıştır. E-kitap kullanım sıklıkları disipline göre farklılık göstermiş, ödenen toplam maliyete ve kullanım sayısına bağlı olarak birim kullanım maliyetleri değişmiştir. Disipline göre sağlama modellerinin tercihinde kullanım, kütüphanenin sahip olduğu bütçe ve tedarikçi koşullarının etkili olduğu görülmüştür. E-kitap sağlama modellerinin karşılaştırmalı maliyet analizinin yapıldığı bu araştırmanın sonuçları koleksiyon geliştirme ve yönetiminde kullanılmalı, kullanım verilerinin analizi ile en uygun ve en ekonomik sağlama modelleri değerlendirilerek bütçelerin daha etkin kullanılması sağlanmalıdır.
