COVID- 19 VE EMEK PİYASALARI: ETKİLER VE MUHTEMEL YÖNELİŞLER

Abstract

İnsanlık tarihinde yakın geçmişte de domuz gribi, ebola, SARS ve kuş gribi gibi salgınlar görülmüştür. Bu salgınların yayılma hızı ve etki alanı sınırlı kalmıştır. COVID-19 daha önceki salgınlarla karşılaştırılamayacak bir hızda yayılmakta ve etkisini genişletmektedir. Salgının yayılma hızını düşürmek ve etki alanını daraltmak için uygulanan sosyal tecrit tedbirleri özellikle emek piyasalarında derin ve olumsuz etkilere yol açmış ve muhtemel birtakım muhtemel yönelişleri beraberinde getirmiştir. Yapılan çalışmada COVID-19’un küresel ölçekte çalışma sürelerini azalttığı, işsizliği arttırdığı ve kayıt dışı istihdamın payını düşürdüğü gözlenmiştir. Salgın sonrası emek piyasalarında kısmi süreli çalışma ve aralıklı çalışma gibi uzaktan esnek çalışma sürelerinin ve uzaktan çalışma ve platform tabanlı çalışma şekillerinin yaygınlaşması beklenmektedir. Ayrıca, işgücünün vasıf/beceri niteliklerinin değişmesi ve yeni bir istihdam öncelikli ekonomi politikasının geliştirilmesi muhtemel diğer yönelişler olacaktır.
