Lozan Görüşmelerine Giden Süreçte ve Lozan’da Batı Trakya (1877-1878 Harbi-1923)

Abstract

Karlofça Antlaşması (1699) ile başlayan ve XVIII. yüzyılda hız kazanan Osmanlı’nın ricatı Balkanlarda yaşanan milliyetçi ve ayrılıkçı akımların bağımsızlık talepleri ile ayrı bir safhaya evrilmiştir. Bu geri çekilme sırasında günümüz sınırları dışında bırakılan Batı Trakya gerek jeopolitik konumu gerekse sınırlar dışında bırakılan tek Türk azınlığın yaşadığı coğrafya olması ile ayrı bir öneme sahiptir. Batı Trakya Meselesi, 55 yıllık mücadelenin ardından Lozan Konferansı’nda gündeme gelmiştir. Türk heyetine göre Misak-ı Millî’nin üçüncü maddesindeki Batı Trakya’nın geleceğine yönelik belirlenen halkoyuna müracaat edilmesi esasından taviz verilmemeliydi ve bunun için Wilson Prensipleri’nde vurgulanan çoğunluk esası teşkil eden mıntıkalarda halkların kendi geleceğini tayin hakkı gündeme getirilmeliydi. Fakat Türk tarafı bu talebini muhataplarına kabul ettiremedi ve Batı Trakya Türklerinin hakları İstanbul Rumlarının haklarına karşılık garanti altına alındı. Bu çalışmanın amacı, Batı Trakya Türk azınlığının 1877-1878 Osmanlı-Rus Harbi ve sonrasındaki süreçte yaşadığı gelişmeleri ve Lozan’da elde ettiği hakları ortaya koymaktır. Çalışmada belirtilen dönemdeki hukuksal düzenlemelerden, o döneme ait yazılı belgelerden ve hatıratlardan istifade edilmiştir.

Western Thrace in the Process Leading to the Lausanne Negotiations and in Lausanne (1877- 1878 War-1923)

Abstract

The retreat of the Ottoman Empire, which started with the Treaty of Karlowitz (1699) and gained momentum in the 18th century had evolved into a separate phase with the demands for independence of the nationalist and separatist movements in the Balkans. Western Thrace, which was excluded from today’s borders during this retreat, has a special importance with its geopolitical position and status as a homeland for the only Turkish minority left outside the borders. The Western Thrace Question came to the fore at the Lausanne Conference after 55 years of struggle. According to the Turkish delegation, the principle of applying to the popular vote determined for the future of Western Thrace in the third article of the National Pact should not be compromised, and for this, the right of the peoples to self-determination in the zones that constitute the majority principle emphasized in the Wilson Principles should be brought to the agenda. However, the Turkish side could not get its interlocutors to accept the request for a referendum for Western Thrace, and on the other hand, 37-45 of the Lausanne Peace Treaty. The rights of the Turks of Western Thrace were guaranteed against the rights of the Greeks of Istanbul. The aim of this study is to reveal the developments experienced by the Western Thrace Turkish minority in the 1877-1878 Ottoman-Russian War and the following period, and the rights they obtained at Lausanne. In the study, legal regulations, written documents and memoirs of that period were used.
