Abstract

Bugün pek çok akademik tartışmanın merkezinde bilgi iletişim teknolojilerinde yaşanan dönüşümlerin bir sonucu olarak gün yüzüne çıkan; büyük veri, açık veri, açık hükûmet gibi veriye ilişkin yeni anlayışlar yer almaktadır. Söz konusu tartışmaların önemi ise büyük verilerin işlenmesinin yaratacağı değerde, veriler arasında ilişki kurularak anlamlı sonuçlar çıkarılması bağlamında veri setlerinin kamu kullanımına açılması fikrinde, şeffaflık ve hesap verilebilirlik noktasında hükûmetlerin de verilerini kullanıma açması gerektiği anlayışında yatmaktadır. Bu doğrultuda çalışmanın amacı büyük veri, açık veri ve açık hükûmet kavramlarına gazetecilik perspektifinden bakmak ve açık veri hareketlerinin gazetecilik için önemini ortaya koymaktır. Çalışmada büyük veri, açık veri ve açık hükûmet kavramları tanımlanmakta, dünyada ve Türkiye’deki açık veri hareketleri ve platformlarından söz edilerek bu hareketlerin gazetecilik için yarattığı/yaratacağı değer, örnek haberler bağlamında tartışılmaktadır.

Open Data Ecology: Reading the "Data Revolution" from a Journalism Perspective

Abstract

As a result of the transformation in information communication technologies, at the center of many academic discussions today; there are new insights into data such as big data, open data, and open government. The importance of these discussions lies in the value arising from processing the big data, in the idea that data sets should be made available to the public in the context of obtaining meaningful results by correlating data, and in the understanding that governments should also make their data available at the point of transparency and accountability. In this direction, the aim of the study is to look at the concepts of big data, open data, and open government from a journalistic perspective and to reveal the importance of open data movements for journalism. In this study, concepts of big data, open data, and open government are defined, the open data movements in the world and in Turkey, and the significance these movements have made and will make in terms of journalism are discussed in the context of news examples.
