Türkiye ve Latin Amerika ülkeleri, askerî darbelerin gerçekleşmesi açısından pretoryen bir geleneğe sahiptir. Bu çalışmada, 1960-1980 sürecinde, Latin Amerika ve Türkiye’deki askerî darbeler ya da askerî rejimler arasındaki benzerliklerin yahut farklılıkların tespiti yapılmaya çalışılacaktır. Soğuk Savaş nedeniyle ABD, hem Latin Amerika ülkeleri hem de Türkiye üzerindeki nüfuzunu korumuştur. 1960-1980 sürecinde, Latin Amerika’da ve Türkiye’de, kısmen -eski tip- ya da tamamen -yeni tip- bürokratik otoriter nitelikte askerî rejimler kurulmuştur. Latin Amerika ve Türkiye’deki yeni tip bürokratik otoriter rejimler, ABD’nin kapitalist sistemine eklemlenmek adına, nüfuzu altında bulundurduğu ülkelerin ekonomilerine müdahale etmiştir. Dolayısıyla bu ülkelerde siyaseten değil ama ekonomik olarak bir rejim değişikliği yapılmasında rol almıştır. Diğer bir deyişle, iç ticarete yönelik kalkınma politikalarından dış ticarete yönelik neoliberal politikalara geçişi kolaylaştırmıştır. Oysa tersine, eski tip bürokratik otoriter rejimler, ekonomik olarak bir rejim değişikliğini amaçlamamıştır. Öte yandan Latin Amerika’da gerçekleşen darbelerin her birini, Türkiye’dekilerle karşılaştırmak da mümkün değildir. Bu yüzden çalışmada eklektik bir bakış açısından yararlanılmıştır.
Turkey and Latin American countries have a pretorian tradition in terms of realizing military coups. In this study, it will be tried to determine the similarities or differences between the military coups or the military regimes in Latin America and Turkey during the 1960-1980 period. Owing to the Cold War, the United States maintained influence over both Latin American countries and Turkey. In the period of 1960-1980, bureaucratic authoritarian military regimes were established partially -old type- or completely -new type- in Latin America and Turkey. The new type bureaucratic authoritarian regimes in Latin America and Turkey interfered the economies of the countries under their influence in order to be integrate into the capitalist system of the USA. Accordingly, they played a role in the change of regime in these countries, not politically but economically. In other words, they facilitated the transition from development policies for domestic trade to neoliberal policies for foreign trade. Conversely, the old type -partially- bureaucratic authoritarian regimes did not aim at a regime change economically. On the other hand, it is not possible to compare each and every one of the coups in Latin America with those in Turkey. That's why an eclectic perspective was used in the study.
