Türkiye Cumhuriyeti, şeker teminindeki sıkıntıları gidermek amacıyla şeker üretimini 1925'ten itibaren düzenlemeye çalışmıştır. 5 Nisan 1925 tarih ve 601 sayı ile "Şeker Fabrikalarının Kurulması ve Bunlara Tanınan Ayrıcalıklara İlişkin Kanun" kabul edilmişti. Ülkenin değişen ihtiyaçlarına binaen 1956'da ve 2001'de Şeker Kanunları çıkarılmıştı. 1990'lı yıllarda Türkşeker tarafından yatırım programına alınan dört yer, Aksaray, Kırşehir, Yozgat-Sorgun ve Sivas şeker fabrikaları projeleriydi. Sorgun Şeker Fabrikası, 1997'de deneme üretimine başlamış, 1998'de tam üretime geçmişti. Boğazlıyan Şeker Fabrikası Projesi, yatırımları geri kalmış bölgelere yaymak ve ilave istihdam imkanı sağlama pollitikasına uygun olarak hazırlanmıştı. Altıncı beş yıllık kalkınma planına göre; pancar üretimi teşvik edilecek dört yeni fabrika kurulmuştu. 14.11.1995'teYozgat İli Boğazlıyan İlçesinde Şeker Fabrikası kurulması Bakanlar Kurulu Kararı'nca kararlaştırılmıştı. 2005'te fabrikanın temeli atılmış, 2006'da hizmete açılmıştı. Çalışmada, Yozgat Sorgun ve Boğazlıyan Şeker Fabrikalarının kuruluş ve gelişimleri anlatılarak, şeker üretimine, şehir ve ülke ekonomisine katkıları değerlendirilmiştir.Böylece yerel tarihe de katkı sağlanması amaçlanmıştır. Çalışma bu çerçevede bir ilk teşkil etmektedir. Çalışmanın ilk aşamasında; arşiv kaynakları, basın ve ilgili literatür taranıp, derlenmiştir. İkinci aşamada ise her iki fabrikadaki işçi ve idarecilerle derinlemesine mülakat yapılmıştır. Bu mülakatlarda Boğazlıyan Şeker Fabrikasının özel sektörün sağladığı imkanlar açısından gelişime daha açık olduğu işçi ve idareci kadrosunun gelişim sürecinden memnuniyet duyduğu tespit edilmiştir. Sorgun Şeker Fabrikasının ise bölgeden istihdam sağlaması, lojman ve sosyal tesislere sahip olması özellikle çalışan memnuniyeti olarak gözlenebilmektedir. Her iki fabrikanın çalışanları da üretim kapasitesini artırma, şehrin, bölgenin ve ülkenin gelişimine ve ekonomisine daha fazla katkıda bulunma isteği içindedir.
The Republic of Türkiye has attempted to regulate sugar production since 1925 in order to alleviate difficulties in sugar supply. The "Law on the Establishment of Sugar Factories and the Privileges Granted to Them" was adopted on April 5, 1925, with number 601. In response to the country's changing needs, the Sugar Laws were enacted in 1956 and 2001. In the 1990s, four locations included in Türkşeker's investment program were the Aksaray, Kırşehir, Yozgat-Sorgun, and Sivas sugar factory projects. Sorgun Sugar Factory started trial production in 1997 and began full production in 1998. The Boğazlıyan Sugar Factory Project was prepared in line with the policy of spreading investments to underdeveloped regions and creating additional employment opportunities. According to the Sixth Five-Year Development Plan, four new factories were established to encourage sugar beet production. The establishment of a sugar factory in Boğazlıyan District of Yozgat Province was decided by a Cabinet Decree on November 14, 1995. The factory's foundation was laid in 2005, and it opened for business in 2006.This study describes the establishment and development of the Yozgat Sorgun and Boğazlıyan Sugar Factories, and evaluates their contributions to sugar production, the city, and the national economy. The aim is thus to contribute to local history as well. This study is a first of its kind in this context. In the first stage of the study, archival sources, press releases, and relevant literature were reviewed and compiled. In the second phase, in-depth interviews were conducted with workers and managers at both factories.These interviews revealed that Boğazlıyan Sugar Factory is more open to development in terms of the opportunities provided by the private sector, and that its workers and management staff are satisfied with the development process.The fact that Sorgun Sugar Factory provides employment from the region and has housing and social facilities is particularly noticeable in terms of employee satisfaction. The employees of both factories are eager to increase production capacity and contribute more to the development and economy of the city, region, and country.
